The chief minister of Jammu and Kashmir is the leader of the government in the union territory of Jammu and Kashmir. Think of the chief minister as the main person in charge of making daily decisions for the region.

According to the Constitution of India, the lieutenant governor is the official head of the union territory. However, the chief minister holds the real executive power. This means the chief minister and their team are the ones who actually run the government.

After an election for the Jammu and Kashmir Legislative Assembly, the lieutenant governor invites the political party (or group of parties) that won the most seats to form a government. The lieutenant governor then officially appoints the chief minister. The chief minister's team of ministers, called the cabinet, works together and is responsible to the assembly.

A Little Bit of History

The job of chief minister was created on June 6, 1965. Before that, the leader of the government was called the Prime Minister of Jammu and Kashmir. The last person to be prime minister, Ghulam Mohammed Sadiq, became the very first chief minister.

In 2019, the State of Jammu and Kashmir was changed into a union territory. For a while, there was no chief minister. The region was managed first under governor's rule and then president's rule. The lieutenant governor acted as the head of the government until a new chief minister was chosen after the 2024 Jammu and Kashmir Legislative Assembly election.

From Prime Minister to Chief Minister

Before 1965, the leader of Jammu and Kashmir was called the Prime Minister. This was a unique title for a state leader in India.
