Cleopa David Msuya was an important leader in Tanzania. He served as the country's Prime Minister two times. He was born on January 4, 1931, and passed away on May 7, 2025.

Early Life and Education
Cleopa Msuya was born in a place called Chomvu in the Kilimanjaro Region of Tanzania. He went to Makerere University College from 1952 to 1955. After finishing his studies, he worked to help communities in rural areas. He did this from 1956 to 1964.
A Career in Public Service
Cleopa Msuya began his long career in government in 1964. He worked as a Permanent Secretary in several important ministries. A Permanent Secretary is a top official who helps run a government department.
Key Roles as Permanent Secretary
- From 1964 to 1965, he worked at the Ministry of Community Development and Culture.
- From 1965 to 1967, he was at the Ministry of Lands Settlement and Water Development.
- From 1967 to 1970, he served at the Ministry of Economic Affairs and Planning.
- From 1970 to 1972, he worked at the Ministry of Finance.
Becoming a Minister
In 1972, Cleopa Msuya became a Minister. This meant he was in charge of a government department.
- He was the Minister for Finance from 1972 to 1975.
- Then, he became the Minister for Industry from 1975 to 1980.
Serving as Prime Minister
Cleopa Msuya became the Prime Minister for the first time in November 1980. He held this high position until February 1983. After this, he returned to being the Minister for Finance until 1985.
He continued to serve in important roles:
- From 1985 to 1989, he was the Minister for Finance, Economic Affairs, and Planning.
- From 1989 to 1990, he was again the Minister for Finance.
- From 1990 to 1994, he served as the Minister for Industry and Trade.
Second Term as Prime Minister
In December 1994, Msuya became Prime Minister for a second time. At the same time, he also served as the Vice President. He held these roles until November 1995.
After this, he was elected to the National Assembly in 1995. He served as a regular member of parliament until he retired on October 29, 2000.
Later Years and Legacy
Even after retiring from official government roles, Cleopa Msuya remained active. He was involved with the Chama Cha Mapinduzi (CCM) political party. In 2006, he was still a member of the CCM's National Executive Committee. He also led the Kilimanjaro Development Forum.
In 2019, at 88 years old, President of Tanzania appointed him as the Chancellor of the Ardhi Institute. Cleopa Msuya passed away on May 7, 2025, at the age of 94. He died in Dar es Salaam due to heart problems.
