Elchin Ilyas oglu Afandiyev (Azerbaijani: Elçin İlyas oğlu Əfəndiyev; born May 13, 1943 – died August 3, 2025) was an important Azerbaijani writer, scholar, and politician. He served as the Deputy Prime Minister of Azerbaijan for many years, from 1993 to 2018.

Early Life and Literary Beginnings
Elchin Afandiyev was born in Baku, Azerbaijan, on May 13, 1943. His father, Ilyas Afandiyev, was a famous Azerbaijani writer. Growing up, Elchin was always surrounded by books and learning. This early exposure to literature greatly influenced his future.
Azerbaijani folk stories and books from all over the world helped shape his writing. He wrote his first novel at just 16 years old. It was published in a magazine called Azərbaycan gəncləri (Azerbaijani Youth) in 1959.
After finishing high school in 1960, he went to Baku State University. He earned a degree in philology, which is the study of language and literature, in 1965. Later, in 1968, he continued his studies at the Nizami Institute. There, he wrote a very long research paper, called a dissertation, which was 500 pages long.
Spreading His Stories Worldwide
In 1965, he released a collection of stories titled Min gecədən biri, meaning One of a Thousand Nights. Over the years, about 100 of his books were translated. They appeared in many languages, including English, French, German, and Spanish.
His books were read by people all over the globe. Around five million copies of his works were sold worldwide. One of his plays, Citizens of Hell, was first performed in London in 2013.
A Career in Public Service
Elchin Afandiyev also had an important career in politics. During the time of Soviet rule, he was a representative, or deputy, in the Supreme Soviet of the Azerbaijan SSR. This was like being a member of parliament.
From 1993 until 2018, he held the position of Deputy Prime Minister of Azerbaijan. In this role, he helped manage different parts of the government. This included areas like sports and building cultural connections with other nations.
He also led a cultural group called Vətən. This organization worked to strengthen cultural links between Azerbaijan and other countries. Additionally, he was part of several government groups. He served on the Education Committee, which advised the President of Azerbaijan on schooling.
His Legacy and Honors
Elchin Afandiyev passed away on August 3, 2025, at the age of 82. He left behind a rich legacy of literature and public service.
For his great work in developing Azerbaijani literature, he received a special honor. On May 29, 2003, the President of Azerbaijan, Heydar Aliyev, gave him the Istiglal Order. This is a very high award in Azerbaijan.
