Artur Tahir oghlu Rasizade (Azerbaijani: Artur Tahir oğlu Rasizadə; born 26 February 1935) is an Azerbaijani politician. He served as the Prime Minister of Azerbaijan for many years, from 1996 until 2018. He worked under Presidents Heydar Aliyev and his son Ilham Aliyev.
Before becoming Prime Minister, Rasizade was a member of the Azerbaijan Communist Party during the time when Azerbaijan was part of the Soviet Union.

Early Life and School

Artur Rasizade was born on 26 February 1935. His birthplace was Kirovabad, which is now called Ganja. He grew up in a family of teachers. Sadly, his father, Tair Mamed Oglou Rasizade, passed away in 1942 during World War II.
In 1952, Artur finished Secondary School № 4 in Lankaran. He then went on to study at the Azerbaijan State Oil and Industry University, graduating in 1957. After university, he began his career as an engineer. He worked at the Azerbaijani institute of oil mechanical engineering. By 1973, he became a scientific vice-principal at this institute.
Career in Energy and Planning
In 1975, Artur Rasizade took on a new role. He became a senior principal engineer at the State Oil Company of the Azerbaijan Republic (SOCAR). Two years later, in 1977, he became the director of the Azerbaijani institute of oil mechanical engineering.
From 1978 to 1981, he worked as the vice-chairman of the State Planning Committee of the Azerbaijan SSR. This committee helped plan the country's economy. He then led the Department of Mechanical Engineering for the Azerbaijan Central Committee from 1981 to 1986.
From 1986 to 1992, he was the first vice-chairman of the Council of Ministers of the Azerbaijan SSR. In this role, he oversaw important areas like energy, defense, and the oil and chemical industries. After 1992, he worked as a council for the Economic Development Fund until 1996.
Becoming Prime Minister
In February 1996, Artur Rasizade started working as an assistant to the President of Azerbaijan, Heydar Aliyev. Soon after, on 3 May 1996, he was appointed as the first deputy prime minister.
On 20 July 1996, he became the acting prime minister of Azerbaijan. This meant he was temporarily in charge. On 26 November 1996, he was officially appointed as the Prime Minister.
He served as Prime Minister until 4 August 2003. At that time, he stepped down, and President Aliyev's son, Ilham Aliyev, took over the role. Rasizade then became the first deputy prime minister. However, on 4 November 2003, he returned to his post as Prime Minister after Ilham Aliyev became President.
Artur Rasizade continued to serve as Prime Minister for 15 more years. He was replaced by Novruz Mammadov in April 2018. With a total time in office of over 21 years, he is Azerbaijan's longest-serving Prime Minister.
Awards and Honors
Artur Rasizade has received several important awards for his work.
- On 28 June 2006, President Ilham Aliyev gave him the Istiglal Order (Azerbaijani: Istiqlal ordeni). This was for his contributions to Azerbaijan's economic growth.
- On 25 February 2015, he received the Shohrat Order (Azerbaijani: Şöhrət ordeni). This award recognized his special contributions to the country's economic, scientific, social, and cultural development.
- He also received the Sharaf Order (Azerbaijani: Şərəf ordeni), which is an Order of Glory.
- He was given the Order of National Cohesion.
- He received the National Order of the Legion of Honour (French: Ordre national de la Légion d'honneur), a high honor from France.
- In 1971, he was a winner of the USSR State Prize (Russian: Госуда́рственная пре́мия СССР).
- On 27 February 2020, he was awarded the "Order for service to the Fatherland" 1st Class.
- On 20 February 2025, Rasizade was awarded the Heydar Aliyev Order, which is the highest order in Azerbaijan.
