Artur Tahir oghlu Rasizade (Azerbaijani: Artur Tahir oğlu Rasizadə; born 26 February 1935) is an Azerbaijani politician. He served as the Prime Minister of Azerbaijan for a long time, from 1996 until 2018. He worked under the leadership of Heydar Aliyev and later his son, Ilham Aliyev. Before becoming Prime Minister, Rasizade was a member of the Communist Party during the time when Azerbaijan was part of the Soviet Union.

Early Life and Education

Artur Rasizade was born on February 26, 1935, in Ganja, Azerbaijan. His parents were teachers. Sadly, his father, Tair Mamed Oglou Rasizade, died in World War II in 1942.
Artur finished high school in 1952 in Lankaran. In 1957, he completed his studies at the Azerbaijan State Oil and Industry University. After graduating, he began working as an engineer. By 1973, Rasizade became a scientific vice-principal at the institute where he worked.
Career in Energy and Planning
In 1975, Artur Rasizade was appointed as a senior engineer at the State Oil Company of the Azerbaijan Republic (SOCAR). This is a very important company for Azerbaijan's oil industry. In 1977, he became the director of the Azerbaijani institute of oil mechanical engineering.
From 1978 to 1981, he helped plan how the country's industries would grow as vice-chairman of the State Planning Committee. He then led the Department of Mechanical Engineering for five years. From 1986 to 1992, he was a top leader in the Council of Ministers. In this role, he oversaw important areas like energy, defense, and the oil industry.
Becoming Prime Minister
In February 1996, Artur Rasizade started working as an assistant to the President of Azerbaijan, Heydar Aliyev. Soon after, in May 1996, he was appointed as the first deputy prime minister.
On July 20, 1996, he became the acting prime minister. This means he filled the role temporarily. Then, on November 26, 1996, he was officially appointed as the Prime Minister of Azerbaijan.
Long Service as Prime Minister
Artur Rasizade served as Prime Minister for a very long time. He held the position from 1996 until 2018, with a few short breaks.
One time, in August 2003, he stepped down to allow President Heydar Aliyev's son, Ilham Aliyev, to take the role. However, Rasizade continued to help out as first deputy prime minister. In November 2003, after Ilham Aliyev became president, Artur Rasizade returned to his post as Prime Minister.
He continued to serve for 15 more years. In April 2018, he was replaced by Novruz Mammadov. With a total time in office of over 21 years, Rasizade is the longest-serving prime minister in Azerbaijan's history.
Awards and Honors
Artur Rasizade has received several important awards for his work and contributions to Azerbaijan.
- On June 28, 2006, he was given the Istiglal Order (Azerbaijani: Istiqlal ordeni). This award was for his help in developing Azerbaijan's economy.
- On February 25, 2015, he received the Shohrat Order (Azerbaijani: Şöhrət ordeni). This was for his special contributions to the country's economic, scientific, social, and cultural growth.
- He also received the Sharaf Order (Azerbaijani: Şərəf ordeni), which means "Order of Glory."
- He was awarded the National Order of the Legion of Honour (French: Ordre national de la Légion d'honneur) from France.
- In 1971, he won the USSR State Prize (Russian: Госуда́рственная пре́мия СССР).
- On February 27, 2020, he was given the "Order for service to the Fatherland" 1st Class.
