The New Azerbaijan Party (YAP) is the main political party in Azerbaijan. It was started on November 21, 1992, by Heydar Aliyev.
After Heydar Aliyev became the President of Azerbaijan in 1993, and the party won the elections in 1995, YAP became the ruling party. It has been in charge ever since. The current President, Ilham Aliyev, has been the leader of YAP since 2005.
YAP is part of the International Conference of Asian Political Parties (ICAPP). It is also an observer member of the Centrist Democrat International.

What the Party Believes In (Ideology)
The New Azerbaijan Party believes in several key ideas. These include following the law, being a secular state (meaning the government is separate from religion), and promoting Azerbaijani nationalism (a strong love for Azerbaijan).
The party wants to build a "social-oriented" economy. This means they want an economy that helps people and society, not just businesses. They also believe in civil solidarity (people working together) and social justice (fairness for everyone).
The party's main goals are to make Azerbaijan stronger and more independent. They want to build a democratic and legal state. They also aim to make sure citizens have a peaceful and good life.
Rights of Party Members
Members of the New Azerbaijan Party have certain rights. These rights help them be part of the party's activities and decisions:
- They can vote for leaders and be chosen for party positions.
- They can freely share their ideas about the party's plans.
- They can join events organized by the party.
- They can suggest ways to achieve the party's goals.
- They can get support from the party.
- They can openly discuss and even criticize the party's decisions.
- They can choose to stop being a member or leave the party.
How the Party is Organized
The New Azerbaijan Party works across all of Azerbaijan. Small groups of members form "initial party organizations" in different areas.
To start one of these groups, at least three YAP members must meet. This group then needs approval from the party's district or city leaders. Each party member can only belong to one of these local groups.
The main meeting for these local groups is called a general assembly. These meetings happen at least every three months. More than half of the members must be there for the meeting to make decisions. Decisions are made by a simple majority vote.
Party Meetings (Congresses)
The New Azerbaijan Party holds large meetings called Congresses. Here are some of the past Congresses:
- 1st Congress (1999): Over 2,000 party members and 30 foreign guests attended this meeting in December 1999.
- 2nd Congress (2001): This meeting was held in Baku in November 2001. Some changes were made to the party's rules. Ilham Aliyev was chosen as a deputy leader. Heydar Aliyev also gave a speech.
- 3rd Congress (2005): More than 1,800 members attended this Congress in Baku on March 26, 2005.
- 4th Congress (2008): Held in Baku in August 2008, with over 600 members. At this meeting, the party decided to nominate Ilham Aliyev as their candidate for the presidential elections that year.
- 5th Congress (2013): This Congress took place in Baku in June 2013. The party again nominated Ilham Aliyev to run for president in the October 2013 elections.
- 6th Congress (2018): Held at the Heydar Aliyev Center in Baku in February 2018. The party decided to nominate Ilham Aliyev for the presidential elections in April. Over 700,000 party members were represented at this Congress.
Election Results
The New Azerbaijan Party has taken part in many elections in Azerbaijan. They have often won a large number of votes and seats.
In the parliamentary elections of 2000–2001, the party won 62.3% of the votes and 75 out of 125 seats.
Their candidate, Ilham Aliyev, won the presidential elections in 2003, 2008, 2013, 2018, and 2024.
In the parliamentary elections:
- 2005: They won 62 out of 125 seats.
- 2010: They won 72 out of 125 seats.
- 2015: They won 70 out of 125 seats.
