The Prime Minister of Azerbaijan is the head of government for the country of Azerbaijan. This person leads the government and helps run the country day-to-day. The current Prime Minister is Ali Asadov, who started his role on October 8, 2019. He took over after Novruz Mammadov.
In Azerbaijan, the President has a very important role. The President has a lot of power over the government, including the Prime Minister. For example, the President chooses and can remove the Prime Minister and other government members. The President can also lead government meetings and give orders to the Prime Minister.

A Look Back: The Prime Minister's History
The role of the head of government in Azerbaijan has changed over time. When Azerbaijan was part of the Soviet Union, the person in charge of the government was called the Chairman of the Council of People's Commissars (until 1946) or the Chairman of the Council of Ministers (after 1946). These leaders were similar to a Prime Minister.
What Happens if the President Can't Serve?
The Prime Minister is the third most important official in Azerbaijan's government. If the President cannot continue in their role (for example, if they resign or pass away), the Prime Minister is next in line to take over. However, there is now a First Vice-President, who is first in line. The Prime Minister is second in line after the First Vice-President. This change happened in September 2016 when the First Vice-President position was created.
Leaders of Azerbaijan's Government (1918–Today)
Over the years, many important people have served as the head of government in Azerbaijan. Here's a quick look at some of them:
Azerbaijan Democratic Republic (1918–1920)
This was the first independent government of Azerbaijan.
- Fatali Khan Khoyski was the first Prime Minister. He helped establish the postal system and the national currency.
- Nasib Yusifbeyli worked to build relationships with countries in the Western world.
- Mammad Hasan Hajinski was an acting Prime Minister during a challenging time.
Soviet Azerbaijan (1922–1991)
During this long period, Azerbaijan was part of the Soviet Union. The leaders were called Chairmen of the Council of People's Commissars or Chairmen of the Council of Ministers.
- Nariman Narimanov tried to promote local rule, but this was not supported by the central Soviet government.
- Gazanfar Musabekov and Dadash Bunyadzade served during a difficult political period.
- Mir Jafar Baghirov followed orders from Stalin and removed many Azerbaijani thinkers and leaders.
- Huseyn Rahmanov also served during this time and faced political challenges.
- Teymur Guliyev was another leader who followed orders during a period of political purges. He was later removed from the Communist Party.
- Sadig Rahimov helped make the Azerbaijani language the official language again.
- Vali Akhundov and Mammad Isgandarov also held the position.
- Anvar Alikhanov and Ali Ibrahimov worked to improve the economy and develop new industries.
- Hasan Seyidov served in the 1980s.
- Ayaz Mutallibov was in office during a sad event known as Black January.
- Hasan Hasanov was the last Communist leader before Azerbaijan became independent again.
Republic of Azerbaijan (1991–Today)
After gaining independence, Azerbaijan once again had Prime Ministers.
- Hasan Hasanov became the first Prime Minister of the newly independent Republic of Azerbaijan. He worked with other political groups to form a new government.
- Firuz Mustafayev and Rahim Huseynov served as Prime Ministers during a time when the economy faced challenges.
- Ali Masimov was an acting Prime Minister who worked on economic plans and helped refugees.
- Panah Huseynov also served briefly.
- Surat Huseynov tried to take control of the government by force, but this attempt was stopped.
- Fuad Guliyev helped declare Sumgait a free economic zone and signed important oil contracts.
- Artur Rasizade served for many years, including as acting Prime Minister at different times.
- Ilham Aliyev briefly served as Prime Minister before becoming President of Azerbaijan.
- Novruz Mammadov was Prime Minister before the current one.
- Ali Asadov is the current Prime Minister, serving since October 2019.
