Ayaz Niyazi oghlu Mutallibov (born May 12, 1938 – died March 27, 2022) was an Azerbaijani politician. He was the first president of Azerbaijan. He served as the last leader of Soviet Azerbaijan. He was president from May 18, 1990, to March 6, 1992, and again briefly from May 14 to May 18, 1992.

Early Life and Education

Ayaz Mutallibov was born in Baku, Azerbaijan, on May 12, 1938. His father, Niyazi Ashraf oghlu Mutallibov, was a doctor and a veteran of World War II. His mother, Kubra Mutallibova, was a gynecologist. Both of his parents came from Shamakhi.

In 1956, Ayaz Mutallibov finished secondary school #189 in Baku. When he was young, he really liked jazz music. He also played on his school's volleyball team. From 1956 to 1962, he studied at the Azerbaijan State Oil Academy.

Starting His Career

In 1964, Mutallibov became the director of the Baku Refrigerator Factory. Later, in 1974, he was named the General Director of a large state company called "BakElectroBytMash."

Rise to Leadership

  • 1977: He became the Second Secretary of the Azerbaijan Communist Party for the Narimanov district in Baku.
  • 1979: He was appointed as the Minister of Light Industry for the Azerbaijan Soviet Socialist Republic.
  • 1982: He became the Chairman of the State Planning Committee and Deputy Chairman of the Council of Ministers for the Azerbaijan SSR.
  • January 1989: He was appointed the Chairman of the Council of Ministers of the Azerbaijan SSR.

Key Events and Presidency

  • January 20, 1990: Soviet troops entered Baku. This event is known as Black January.
  • January 24, 1990: While in Moscow, Mutallibov was appointed the First Secretary of the Azerbaijan Communist Party.
  • May 18, 1990: The Supreme Council of the Azerbaijan SSR elected Mutallibov as the first President of the Azerbaijan SSR.
  • December 1990: At Mutallibov's suggestion, the Supreme Council officially renamed the country to the Azerbaijan Republic. They also adopted the Declaration of Sovereignty, stating Azerbaijan's right to govern itself.
  • March 17, 1991: The Supreme Council of Azerbaijan voted for Azerbaijan to take part in a public vote about the future of the Soviet Union.
  • August 30, 1991: The Supreme Council of Azerbaijan adopted the Declaration of Independence. This declared Azerbaijan a fully independent country.
  • September 14, 1991: Mutallibov ended the Azerbaijan Communist Party. He suggested changes to the constitution for direct elections of the president by the people.
  • September 8, 1991: Mutallibov was elected president in an election where he was the only candidate.
  • December 1991: In a nationwide vote, people in Azerbaijan approved the Declaration of Independence. The Soviet Union then broke apart. Countries like Turkey and Israel recognized Azerbaijan as an independent state.

Challenges and Changes in Leadership

  • February 25, 1992: Armenian forces took control of Khojaly. Many residents suffered during this event, known as the Khojaly massacre.
  • March 6, 1992: Due to challenges in protecting Khojaly and its people, Mutallibov resigned from his position as president.
  • May 14, 1992: The Supreme Council of Azerbaijan looked into the Khojaly events. They decided Mutallibov was not responsible and brought him back as president.
  • May 15, 1992: Forces led by the Azerbaijani Popular Front Party took control of government buildings. This led to Mutallibov leaving office and going to Moscow. The Supreme Council was dissolved.
  • May 17, 1992: Isa Gambar was chosen as the new Chairman of the National Assembly. He took on the temporary duties of President until new elections.

Life After Presidency

Time in Exile

Mutallibov lived in Moscow from May 1992 until July 2012. In 1994, he published a book in Moscow called Karabakh – Black Garden. In 2003, he joined the Azerbaijani Social Democratic Party (ASDP). He became a co-chairman of the party while in exile.

Return to Azerbaijan

In July 2012, Mutallibov was allowed to return to Azerbaijan by President Ilham Aliyev.

Family Life

Ayaz Mutallibov was married to Adila Mutallibova. She passed away in 2019. They had two sons, Azad and Zaur. Their son Azad died of cancer in 2011. Mutallibov visited Baku to attend his son's funeral, which was his first visit to Azerbaijan since 1992.
