Fuad Halil oghlu Guliyev was an important political leader in Azerbaijan. He served as the 5th Prime Minister of Azerbaijan from May 1995 to July 1996. He was born on July 6, 1941.

Early Life and Education
Fuad Guliyev was born in Baku, which is the capital city of Azerbaijan. He went to Secondary School No. 160 in Baku from 1948 to 1958. After finishing school, he joined the Azerbaijan State Oil Academy. In 1963, he earned a degree in Petroleum Engineering. This field focuses on how to find and produce oil and natural gas.
Early Career in Industry
From 1963 to 1965, Mr. Guliyev worked at a cement factory in a place called Krychaw in Belarus. After that, he returned to Baku. Between 1965 and 1973, he held several management jobs at the Research and Design Institute of Petroleum Engineering. Here, he helped create new and smart ways to work with oil in Azerbaijan.
Later, from 1973 to 1977, Fuad Guliyev was the Head of the Production Department. Then, he became the Chief Engineer at the Baku Air-Conditioners Factory, working there from 1977 to 1982. In 1982, he was made the Director of this factory. He stayed in this role until 1994.
Political Journey
Fuad Guliyev began his political career when Heydar Aliyev became the President of Azerbaijan. Mr. Guliyev was chosen to be the Deputy Prime Minister of Azerbaijan. His main jobs were to make changes in farming and to stop prices from rising too quickly.
Becoming Prime Minister
In May 1995, Fuad Guliyev became the Prime Minister of Azerbaijan. He took over from Suret Huseynov. He served as Prime Minister until July 1996.
In November 1995, he was also elected as a Deputy in the National Assembly of Azerbaijan. This is like being a member of parliament. During his time as Prime Minister, he worked on a project with the United Nations. This project aimed to make Sumgait a special "free economic zone." This means it would have special rules to help businesses grow. He also signed important agreements with foreign oil companies. These agreements were about finding, developing, and producing oil from the Karabakh oil field.
In 1996, Fuad Guliyev decided to step down from his role as Prime Minister. He did this because of health reasons. Artur Rasizade then became the new Prime Minister.
Awards and Recognition
Fuad Guliyev received many awards and medals from the USSR (the Soviet Union). These awards were for his new ideas in farming. He also got special awards from the leaders of Azerbaijan for his work in the country's oil industry. He is known as a "Recognised Engineer of Azerbaijan" and has won the "State Prize of Azerbaijan." He also received two important Soviet awards: the Order of the Badge of Honour and the Order of the Red Banner of Labour.
