José Eliseo Payán Hurtado (born August 1, 1825 – died June 30, 1895) was an important Colombian figure. He was a lawyer, a politician, and a military officer. Payán became the President of Colombia for a short time in 1887. He stepped in because the actual president, Rafael Núñez, was away.

Early Life and Education
Eliseo Payán was born in Santiago de Cali, Colombia, on August 1, 1825. He went to school at the Colegio Santa Libarda in Cali. After his studies, he became a lawyer. He mostly worked as a lawyer in the city of Buga. He also did business and other administrative jobs there.
Payán was interested in politics and public life from a young age. He helped start a group called the Democratic Society of Buga. He also helped create a newspaper called El Sentimiento Democrático. He worked on the newspaper with his friends Manuel Antonio Scarpetta and Ramón Mercado.
His Military Adventures
Eliseo Payán joined the army and often served under commanders who supported the Liberal Party. In 1840, he took part in a conflict known as the War of the Supremes. He fought with General José María Obando against the army of President José Ignacio de Márquez. Later, in 1854, he joined the army of José Hilario López. They fought in battles against José María Melo.
Payán rose through the ranks and became a general in the army. He played a role in the Colombian Civil War of 1860–1862. In this war, he supported General Tomás Cipriano de Mosquera. They fought against the government of President Mariano Ospina Rodríguez, who was from the Conservative Party.
Fighting in Civil Wars
General Payán also got involved in the Colombian Civil War of 1876. He fought to protect the government led by Aquileo Parra. During the Battle of Los Chancos, he was captured by the opposing forces. However, General Julián Trujillo, who was leading the army from the Cauca region, made Payán a brigadier. This meant Payán was put in charge of a special division. He then managed to fight and defeat the conservative forces in the Antioquia region at the Battle of Batero.
In 1879, Payán put together an army to remove the leader of the State of Cauca, Governor Garcés. After Governor Garcés was removed, Payán handed control to a civilian named Ezequiel Hurtado. Hurtado was then chosen as the new leader of the State of Cauca.
In 1885, Payán joined forces with the conservative President Rafael Núñez. They fought together in a civil war against liberal rebels. After this war ended, President Núñez made Payán his Minister of War.
Becoming a Politician
After his military service, Payán started his political career. He served in the Provincial Chamber of Cauca. Here, he became well-known for his excellent speaking skills. Between 1854 and 1855, Payán worked in the Congress of Colombia. He represented the Cauca region there.
Leading Colombia as President
Eliseo Payán was re-elected as the leader of Cauca. He was also chosen to be the Vice President of Colombia. Because of this, he had to leave his position in Cauca. He needed to step in and replace President Núñez, who was sick at the time.
Payán became president on January 6, 1887. He served until June 4 of the same year. He was called upon again to replace President Núñez from December 13, 1887, to February 8, 1888, while the President was recovering.
During his time as president, Payán made an important decision. He announced that there would be complete freedom of press in the country. This meant people could write whatever they wanted in newspapers. This policy caused a lot of debate and disagreement. Because of constant arguments with his opponents in Congress and with President Núñez himself, Payán decided to resign as vice president.
Later Life and Death
Eliseo Payán passed away in Buga on June 30, 1895.
