Enzo Moavero Milanesi, born on August 17, 1954, is an Italian politician and a law professor. He served as the Minister of Foreign Affairs for Italy. This role was part of the first government led by Giuseppe Conte, from June 2018 to September 2019.

He was also the main leader of the Organization for Security and Co-operation in Europe in 2018. Before these roles, he worked as a Deputy Secretary-General for the European Commission. He also served as Italy's Minister of European Affairs. He held this position in two different governments, from November 2011 to February 2014. He is a graduate of the College of Europe.

Early Life and Education

Enzo Moavero Milanesi was born on August 17, 1954. He is related to Ferdinando Bocconi, who started the Bocconi University in Milan, Italy.

Studying Law

Milanesi studied law at the Sapienza University of Rome. After that, he continued his studies in Belgium. He earned a special law degree called an LL.M. at the College of Europe between 1981 and 1982.

Career in Europe and Politics

Milanesi began his career working for the Guardia di Finanza, which is a special police force in Italy. He worked there from 1977 to 1979. After that, he spent 20 years working for the European Commission in Brussels. The European Commission is like the government of the European Union.

Early European Roles

In 1994, a politician named Carlo Azeglio Ciampi chose Milanesi for a role. He became an Undersecretary for European Affairs. This meant he helped with Italy's relationships with other European countries.

From 1995 to 2000, Milanesi worked closely with European Commissioner Mario Monti. He was Monti's chief of cabinet, helping with rules about fair competition and the single market in Europe. From 2002 to 2005, Milanesi was the Deputy Secretary-General of the European Commission. He supported the main Secretary-General, David O'Sullivan.

Serving as a Minister

Milanesi became the Minister of European Affairs in Italy on November 16, 2011. He was part of the government led by Mario Monti. He kept this job when Enrico Letta became Prime Minister on April 28, 2013. He left this government role on February 22, 2014.

After that, he became a special advisor to Michel Barnier. Barnier was a European Commissioner. Milanesi advised him on legal issues related to the single market. From 2015, he also advised Frans Timmermans, a Vice-President of the European Commission. He helped with topics like the Rule of Law and making better regulations.

Minister of Foreign Affairs

On June 1, 2018, Milanesi became the Italian Minister of Foreign Affairs. He was part of the government led by Giuseppe Conte. This role meant he was in charge of Italy's relationships with other countries.

Soon after he started, the ministry called in the French ambassador. This happened because the French President, Emmanuel Macron, had criticized Italy. Italy had decided to close its ports to ships carrying people rescued at sea.

Teaching Career

Besides his political work, Milanesi has also been a professor. From 1993 to 1996, he taught law at the Sapienza University and LUISS. He also taught at the Bocconi University from 1996 to 2000. He returned to Sapienza University to teach from 2002 to 2006.

Currently, he is a Professor of European Law at LUISS. He also directs the School of Law there. He is also a visiting professor at the College of Europe.
