In 2020, the population of Franklin was 167 people. The town got its name from the Franklin House, a building constructed by Andrew George in 1856. Franklin is situated about 2 miles (3.2 km) west-southwest of Elk Grove.

Franklin Cemetery
Just east of Franklin Elementary School is the Franklin Cemetery. This historic cemetery is the resting place for many early settlers from Sacramento County and other parts of California.
Its most famous grave belongs to Alexander Hamilton Willard. He was a member of the famous Lewis and Clark Expedition, which explored the western United States in the early 1800s. His grave site is recognized as California Historical Landmark #657.
