The town was named after its founders, Thomas and James Fulton. In 2010, about 541 people lived there. Train tracks run through Fulton. These tracks are used by the Sonoma–Marin Area Rail Transit (SMART Train).

Fulton was founded by two brothers, Thomas and James Fulton. The community was named in their honor. For many years, from the 1960s until 2010, Fulton had a chicken processing plant.
