Gulshara Naushaqyzy Abdykhalikova (Kazakh: Гүлшара Наушақызы Әбдіқалықова; Gülşara Nauşaqyzy Äbdıqalyqova; born 15 May 1965) is a well-known Kazakh politician. She has held many important roles in the government of Kazakhstan. From March 2020 to April 2022, she was the akim (governor) of the Kyzylorda Region. Before that, she served as a member of the Mazhilis (the lower house of the Kazakh Parliament). She was also a Deputy Prime Minister of Kazakhstan twice and the State Secretary of Kazakhstan.

Early Life and Education
Gulshara Abdykhalikova was born on May 15, 1965, in a village called Solo Tyube. She studied at the Jambyl Technological Institute of the Light and Food Industry. In 1987, she graduated with a degree in economics.
Later, in 2005, she earned a special degree in economic sciences. Her research focused on how pension funds work and how they could be improved in Kazakhstan.
Her Career Journey
Gulshara Abdykhalikova started her career in 1987. She worked in the Kyzylorda Regional Department of Social Protection. This department helps people with social services.
In 1994, she became a consultant for the Supreme Soviet of Kazakhstan. This was like a parliament at the time.
Working in Social Protection
After 1995, she joined the Ministry of Labour and Social Protection of the Population. She held various positions there. She managed departments dealing with pensions and social security.
In March 2003, she became a Vice Minister in this ministry. She helped lead the work of protecting people's social rights. She also worked as the head of a life insurance company for a short time. In October 2006, she returned to her role as Vice Minister.
Advisor to the President
From October 2007 to January 2008, Gulshara Abdykhalikova was an Executive Secretary for the Ministry. In January 2008, she became an advisor to the President of Kazakhstan. She also led the National Commission for Women and Family and Demographic Policy. This group worked on issues important to women and families.
Minister and Deputy Prime Minister
On March 4, 2009, she was appointed as the Minister of Labour and Social Protection of the Population. She held this important role until September 2012. After that, she again served as an advisor to the President.
In November 2013, Gulshara Abdykhalikova became the Deputy Prime Minister of Kazakhstan. This is a very high position in the government. She served in this role until November 2014.
State Secretary and Mazhilis Member
From November 2014 to February 2019, she was the State Secretary of Kazakhstan. The State Secretary helps the President with important state matters.
She served as Deputy Prime Minister again from February to August 2019. After that, she became a member of the Mazhilis. In the Mazhilis, she led a committee focused on social and cultural development.
First Woman Akim
From March 28, 2020, to April 7, 2022, Gulshara Abdykhalikova made history. She became the akim (governor) of the Kyzylorda Region. This made her the first woman in Kazakhstan to hold such a position. An akim is like a regional leader, responsible for managing the region.
