Serik Nyghmetuly Akhmetov (Kazakh: Серік Нығметұлы Ахметов, romanized: Serık Nyğmetūly Ahmetov; born 25 June 1958) is a Kazakh politician. He served as the Prime Minister of Kazakhstan from 2012 to 2014. He also held the position of Minister of Defense for a few months in 2014.

Akhmetov held many important roles in the government of Kazakhstan. Before becoming Prime Minister, he was the First Deputy Prime Minister. He also served as the Minister of Transport and Communications. Later, he became the governor (called äkim) of the Karaganda Region.

Early Life and Education

Serik Akhmetov was born in Temirtau, a town in Kazakhstan. He studied engineering at the Karaganda Metallurgical Combine. He graduated in 1985 with a degree in metallurgical engineering. Later, in 1993, he earned a special degree in economics.

Akhmetov started his working life in 1975 as an apprentice. He then worked as a turner at a large metal factory. After serving in the Soviet Army, he returned to the factory. There, he became a leader in the youth organization called Komsomol.

Public Service Career

In 1993, Akhmetov began working in management roles at the Karmetkombinat factory. He handled marketing and foreign trade. He also led a joint business venture. From 1995 to 1996, he was the general director and then president of an agricultural exchange.

From 1998 to 2001, Akhmetov worked as a state inspector for the President of Kazakhstan. In 2001, he became the mayor (äkim) of Temirtau. After that, in 2003, he became the first deputy mayor of Astana, the capital city.

In 2004, he led a state inspection office for the President's administration. From 2005, he was a leader at the Atameken National Union of Entrepreneurs. This organization helps businesses and employers in Kazakhstan.

Key Government Roles

On 25 September 2006, Akhmetov was appointed as the Minister of Transport and Communications. In this role, he was in charge of roads, railways, and other ways people and goods move around the country.

On 3 March 2009, he became the Deputy Prime Minister of Kazakhstan. This was a very important position in the government. While serving as Deputy Prime Minister, he also became the chairman of the Board of Directors for Kazakhstan Engineering. This company deals with engineering projects.

On 19 November 2009, he was appointed as the governor (äkim) of the Karaganda Region. This meant he was responsible for leading this large area of Kazakhstan. In January 2012, he was promoted to First Deputy Prime Minister.

Prime Minister of Kazakhstan (2012–2014)

On 24 September 2012, Serik Akhmetov was appointed as the Prime Minister of Kazakhstan. As Prime Minister, he led the government and worked on important national issues.

One of his main goals was to make sure Kazakhstan's economy grew steadily. He also focused on improving social services and developing different regions of the country. His government worked to make public services better for everyone.

In early 2013, the cost of utilities like electricity and water increased in many areas. This happened because the government said old infrastructure needed repairs and more money.

In May 2013, President Nursultan Nazarbayev asked Akhmetov's government to work on a new plan for pensions. Pensions are payments people receive after they retire. There was a discussion about changing the retirement age for women. After some debate, a new law was approved in June 2013.

By the end of 2013, Kazakhstan's economy grew significantly. However, in February 2014, the value of Kazakhstan's money, the Kazakhstani tenge, dropped against the US dollar. This caused some concern among people. Akhmetov's government then announced they would control prices for important goods and fuel.

On 2 April 2014, Akhmetov resigned from his position as Prime Minister. He then served as the Minister of Defense from April to October 2014.

Legal Challenges

In November 2014, Serik Akhmetov faced legal challenges related to his time as the governor of the Karaganda Region. He was placed under house arrest.

In December 2015, he was found responsible for certain issues and received a prison sentence. However, he appealed this decision. His lawyers stated that he admitted to not properly overseeing individuals who misused government funds in the Karaganda Region.

His friends and family helped to repay money to the state. Because of this, his prison sentence was reduced. He was released from prison in September 2017 with some restrictions.

Personal Life

Serik Akhmetov is married and has two children. He can speak English, Russian, and Kazakh languages fluently.
