Serik Nyghmetuly Akhmetov (Kazakh: Серік Нығметұлы Ахметов, romanized: Serık Nyğmetūly Ahmetov) was born on June 25, 1958. He served as the Prime Minister of Kazakhstan from 2012 to 2014. He also held the position of Minister of Defense for a period in 2014.
Mr. Akhmetov held many important roles in the government of Kazakhstan. Before becoming Prime Minister, he was the first deputy leader of Astana. He also served as the Minister of Transport and Communications. Later, he became a Deputy Prime Minister. He was also the leader (called an äkim) of the Karaganda Region. In 2012, he became the First Deputy Prime Minister before taking on the role of Prime Minister.

Early Life and Education
Serik Akhmetov was born in the city of Temirtau, which is in Kazakhstan. He studied engineering and graduated in 1985 from a technical school. This school was part of the Karaganda Metallurgical Combine. In 1993, he earned a special degree in economics.
First Jobs and Early Career
Akhmetov started working in 1975 as an apprentice. He then became a turner at the Karmetkombinat factory. After serving in the Soviet Army from 1976, he returned to the factory in 1978. There, he became a leader in the Komsomol Committee, a youth organization.
In 1985, he became the First Secretary of the Komsomol Committee for Temirtau City. He then led the Komsomol Committee for the wider Karaganda Region. From 1989, he worked as an organizer for the Karaganda Regional Party Committee.
Moving into Management Roles
In 1993, Akhmetov became a manager at Karmetkombinat. He led the Marketing Bureau and the Foreign Economic Relations Department. He also managed a joint business venture called Futau. In 1995, he became the general director of an agricultural exchange.
From 1998 to 2001, Akhmetov worked as a state inspector for the President of Kazakhstan's office. In 2001, he became the leader (äkim) of Temirtau. Then, in 2003, he became the first deputy leader of Astana.
In 2004, he led a state inspection office for the President's administration. From 2005, he was an executive director. He then became the chairman of the Atameken National Union of Entrepreneurs and Employers of Kazakhstan.
On September 25, 2006, he was appointed as the Minister of Transport and Communications.
Important Government Roles
On March 3, 2009, Serik Akhmetov was appointed as a Deputy Prime Minister of Kazakhstan. While in this role, he also became the chairman of the Board of Directors for Kazakhstan Engineering in August 2009.
On November 19, 2009, the President of Kazakhstan appointed him as the äkim (leader) of the Karaganda Region. He then served as the First Deputy Prime Minister starting January 20, 2012.
Prime Minister of Kazakhstan (2012–2014)
On September 24, 2012, Akhmetov became the Prime Minister of Kazakhstan. As Prime Minister, he talked about the country's plans for economic growth. He focused on making the economy stable and helping it grow. He also worked on improving social programs and developing different regions.
In early 2013, the cost of public services like utilities increased in many areas. This was to help fix old infrastructure and bring in new investments. In January 2013, a new Ministry of Regional Development was created. This helped manage how cities grew and developed.
In May 2013, President Nursultan Nazarbayev asked Akhmetov's government to work on a new plan for pensions. Pensions are money people receive after they retire. The government wanted to make sure the state, employers, and employees all shared responsibility for people's financial security in retirement.
A proposal to increase the retirement age for women caused some discussion. However, a new plan was agreed upon, and the law was approved in June 2013.
By the end of 2013, Kazakhstan's economy grew significantly. However, in February 2014, the value of Kazakhstan's money (the tenge) dropped against the US dollar. This led to some public concern. Akhmetov's government then announced that they would control prices for important goods and fuels.
On April 2, 2014, Akhmetov resigned from his position as Prime Minister. He then served as the Minister of Defense until October 22, 2014.
International Relations
Working with Russia
On October 25, 2006, Akhmetov met with Igor Levitin, who was Russia's Transport Minister. Akhmetov suggested building a transport route using existing roads. This route would go from southern Kazakhstan through Kazan and Orenburg to St. Petersburg. Minister Levitin said Russia would consider the idea. They also talked about planes flying from Asia to Europe and transportation across the Caspian Sea.
Later, on November 9, Akhmetov and Levitin met in Aqtau. They signed an agreement to create a train and ferry link between the ports of Aqtau and Makhachkala. The first ferry carried grain and oil products.
Working with China
Akhmetov traveled to Beijing, China, from November 16–17, 2006. He went with other important government officials. The purpose of the trip was to strengthen the relationship between Kazakhstan and China.
Personal Life
Serik Akhmetov is married and has two children. He can speak English, Russian, and Kazakh languages fluently.
