Asqar Uzaqbaiuly Mamin (born October 23, 1965) is a politician and economist from Kazakhstan. He was the Prime Minister of Kazakhstan from 2019 to 2022. Before that, he served as the First Deputy Prime Minister of Kazakhstan from 2016 to 2019.
Mamin also led the Kazakhstan Temir Zholy, which is Kazakhstan's national railway company. He has been the president of the Kazakhstan Ice Hockey Federation since 2008. He is a member of the ruling political party, Nur Otan.

Early Life and Career
Asqar Mamin was born in Tselinograd, which is now known as Astana. He studied at the Tselinograd Civil Engineering Institute. He also went to the Plekhanov Russian University of Economics. He earned degrees in civil engineering and economics.
Mamin started his career in construction. He later became a deputy director at a union of innovative businesses in Kazakhstan. From 1996 to 2008, he held several important government roles. These included being the first deputy mayor of Astana. He also served as Vice Minister of Transport and Communications. On September 21, 2006, Mamin became the mayor of Astana. He held this position until April 17, 2008. Then, he became the president of Kazakhstan Temir Zholy, the national railway company.
On September 9, 2016, he was appointed as the First Deputy Prime Minister of Kazakhstan. In January 2018, Mamin joined the board of directors for Kazakh Tourism, a national company.

Becoming Prime Minister
On February 21, 2019, the previous Prime Minister, Bakhytzhan Sagintayev, was removed from his position. Asqar Mamin then became the acting Prime Minister. On February 25, the Parliament of Kazakhstan officially approved him as the new Prime Minister. All members of Parliament voted for him.
The next day, Mamin met with his cabinet. He told them that the government needed to focus on "concrete results." These results should improve the quality of life for people in Kazakhstan.
In January 2021, President Kassym-Jomart Tokayev asked the government to resign. This happened on the day of the 2021 Kazakh legislative election. Many people thought Mamin would keep his job. Former president Nursultan Nazarbayev supported Mamin's re-appointment. He said the government had done a good job. On January 15, President Tokayev nominated Mamin again. He received support from 78 out of 99 deputies in Parliament. This was the first time since 2007 that a Prime Minister did not get full support. Some opposition members criticized Mamin for how he handled the COVID-19 pandemic. Mamin thanked the deputies and promised to improve life quality and attract investments.
Key Actions as Prime Minister
On June 24, 2019, a large fire and explosion happened at an ammo storage near Arys, Kazakhstan. Three people died and 89 were hurt. Mamin visited the town on June 29. He ordered all repairs to be finished by August 1, 2019. A lot of money was set aside for the restoration. On August 2, Mamin visited Arys again. He thanked everyone involved in the repairs, calling it "tremendous work." By then, 90% of the restoration was done.
In 2019, Kazakhstan's economy grew by 4.5%. This was better than expected. Growth came from construction, transport, trade, and communications. On January 24, 2020, Mamin set goals for 2020. He aimed for 4.7 to 5% economic growth. He also wanted to create 430,000 new jobs and increase people's incomes.
Mamin resigned from his position in January 2022 after public events in the country.
Responding to COVID-19
When the COVID-19 pandemic started, Mamin took action. On January 26, 2020, he ordered measures to stop the virus from spreading. These included checking people at borders and limiting travel from China. He also created a special commission to deal with the virus.
After the first COVID-19 case in Kazakhstan in March 2020, a state of emergency was declared. Mamin became the head of the State Commission for this emergency. He told the government to increase health measures. He also made sure pharmacies had medicines and protective gear. On April 17, 2020, Mamin stopped visa-free stays for citizens from 57 countries. On April 21, he said lockdowns would only ease if people followed safety rules.
When restrictions were lifted on May 11, 2020, about 4.2 million people in Kazakhstan had lost their jobs. Mamin instructed ministries to help increase employment. On June 19, 2020, cases increased again. New lockdowns were put in place. Mamin ordered ministers to prepare new ways to fight the virus. He also wanted more protective equipment made in Kazakhstan.
By July 18, 2020, the situation in the country had become more stable. Mamin ordered officials to create a supply of medicines and medical products in each region.
On August 4, 2020, with fewer cases, Mamin warned about a possible new wave in the fall. He urged continued efforts to treat sick people and reduce the virus spread. He also called for public awareness campaigns on safety rules. On August 13, 2020, the commission decided to gradually lift lockdowns starting August 17. Businesses could reopen with limited capacity. Many employees were still encouraged to work from home. Mass events and entertainment places remained closed. In September 2020, Mamin extended quarantine measures. He told local leaders to keep a close eye on the virus situation. He also ordered health and digital ministries to improve public awareness.
Foreign Relations
In July 2019, Mamin visited Kyrgyzstan and Tajikistan. He met with Kyrgyz President Sooronbay Jeenbekov. They talked about trade and investment. Mamin and Kyrgyz Prime Minister Mukhammedkalyi Abylgaziev signed agreements to improve cooperation. In Dushanbe, Mamin and Tajik Prime Minister Kokhir Rasulzoda signed seven new agreements. They discussed working together for both countries' benefit.
On July 17, 2020, Mamin met with Russian Prime Minister Mikhail Mishustin in Minsk. Mamin thanked Russia for its help during the COVID-19 pandemic. He said Kazakhstan was interested in buying the Sputnik V COVID-19 vaccine.
On November 6, 2020, Mamin spoke at a video conference for leaders of the Commonwealth of Independent States (CIS). He suggested creating a system to help agricultural products move smoothly between CIS countries. Decisions were made to work together on radioactive materials, digital development, nuclear energy, and transport.
Personal Life
Asqar Mamin is married to Altynai Mamina. They have two children: a son named Daniyar (born in 1986) and a daughter named Dinara (born in 1991).
