Mikhail Vladimirovich Mishustin (born 3 March 1966) is a Russian politician and economist. He has been the prime minister of Russia since 16 January 2020. Before that, he was the director of the Federal Taxation Service from 2010 to 2020.
President Vladimir Putin chose Mishustin to be Prime Minister on 15 January 2020. This happened after Dmitry Medvedev and his government resigned. Mishustin was confirmed in his new role by the State Duma (Russia's parliament) on 16 January.

Early Life and Education
Mikhail Mishustin was born on 3 March 1966 in Lobnya, a town near Moscow. His parents were Vladimir Moiseyevich and Luiza Mikhailovna Mishustin.
In 1989, he finished his studies at STANKIN, focusing on system engineering. He continued his education there, completing postgraduate studies in 1992. Later, he earned a PhD in Economics in 2003 and a DSc in Economics in 2010.
Career Before Politics
Early Work Experience
After his studies, Mishustin worked as a director in a test laboratory. In 1992, he joined the International Computer Club (ICC). There, he helped connect Russian and Western computer technologies. He eventually became the head of the ICC board.
Time in Private Business
From 2008 to 2010, Mishustin left government work. He became the president of UFG Asset Management, which is an investment fund. He left this role to become the head of the Federal Tax Service.
Early Government Roles
Working with Tax Authorities (1998–2004)
In 1998, Mikhail Mishustin started working for the government. He helped with information systems for tax collection at the State Tax Service of Russia. He quickly became the deputy head of the Service. He worked as Deputy Minister of Taxes and Duties until 2004.
Leading Real Estate and Economic Zones (2004–2008)
In 2004, Mishustin became the head of the Federal Agency for Real Estate Cadastre (Rosnedvizhimost). His job was to create a system for valuing real estate across Russia. This helped set up a new land tax.
In December 2006, he became the head of the Federal Agency for the Management of Special Economic Zones (RosOEZ). These zones are special areas designed to attract businesses. During his time, the first industrial and innovation zones were opened in places like Tatarstan and Lipetsk. He left government service in February 2008.
Director of the Federal Tax Service (2010–2020)

In 2010, Mishustin returned to government work. He was appointed head of the Federal Tax Service (FTS) by then-Prime Minister Vladimir Putin. He became known for making tax services simpler and more digital.
Under his leadership, the FTS focused on using technology to fight tax evasion. They used "big data" and artificial intelligence to track economic activity. This helped reduce the amount of unpaid taxes, especially for value-added tax (VAT). The "VAT gap" (the difference between expected and collected VAT) reportedly dropped significantly during his time.
Prime Minister of Russia (2020–Present)
First Term (2020-2024)

On 15 January 2020, Prime Minister Dmitry Medvedev and his government resigned. President Vladimir Putin then nominated Mikhail Mishustin for the role of Prime Minister. The next day, the State Duma approved his appointment. This was the first time a Prime Minister was confirmed without any votes against.
On 21 January 2020, Mishustin presented his new government team to President Putin. Many members from the previous government stayed, but Mishustin brought in his own trusted people.
His first government term ended on 7 May 2024, when the Cabinet resigned after President Putin's inauguration. However, they continued to work as a caretaker government until a new one was formed.
Key Actions During First Term
Mishustin worked on the national budget and supported large companies. He also suggested creating a common electronic database to track all citizens' incomes. He traveled around Russia to understand local living conditions and problems.
Responding to the COVID-19 Pandemic
In January 2020, Mishustin quickly set up a special team to prevent the spread of COVID-19. He ordered the closure of borders with China and later banned Chinese citizens from entering Russia.
He created a Coordinating Council to fight the virus, which he led himself. Flights to many countries were limited, and borders with neighboring countries were closed. The government also announced measures to help businesses and control prices of food and medicine.

In March 2020, Mishustin urged regions to implement lockdowns. He also announced plans for a system to track quarantine violations using mobile phone data.
Mishustin himself tested positive for COVID-19 on 30 April 2020. His deputy, Andrey Belousov, took over as acting Prime Minister while Mishustin recovered. Mishustin returned to his duties on 19 May 2020.
Economic Recovery Plan
In June 2020, Mishustin presented a national plan to help the economy, jobs, and people's incomes recover after the pandemic. The plan aimed to achieve steady income growth, reduce unemployment, and ensure economic growth by the end of 2021.
Domestic Policies
Supporting the IT Industry
In June 2020, Mishustin proposed reducing taxes for IT companies to help them grow. President Putin supported this idea. The plan included lowering income tax and insurance payments for IT businesses. Mishustin stated that Russia should become a very attractive place for IT companies.
Improving Transport
In July 2020, Mishustin launched the construction of the Moscow – Kazan highway. This project is a major part of Russia's plan to improve its economy. He pushed for the highway to be completed by 2024, much earlier than planned.
Government Reforms
In November 2020, Mishustin announced reforms to make the government more efficient. This included reducing the number of civil servants and changing how some state-owned companies operate. He also planned to improve how state funds and agencies support innovation.
Migration Policy
In October 2023, Mishustin discussed the need to control migration to ensure security. He called for better tracking of migrant workers and identifying illegal migrants. He also announced plans for an electronic register of migrant workers.
Climate and Environment
In 2021, Mishustin said that protecting nature is a top government priority. He mentioned efforts to reduce pollution, clean up landfills, and use cleaner energy for transport. In February 2022, he approved an environmental plan until 2030. This plan focuses on studying climate change, adapting to its effects, and reducing harmful gases.
Foreign Policy




Mishustin has worked to strengthen Russia's relationships with other countries. In May 2023, he visited Beijing and met with Chinese President Xi Jinping, stating that relations between Russia and China were very strong. In April 2024, he emphasized Russia's presence in international groups like BRICS and the Shanghai Cooperation Organisation. He also spoke about working with other international organizations.
Second Term (2024-Present)
On 7 May 2024, Mishustin and his government resigned after President Putin's inauguration. However, on 9 May 2024, Putin nominated Mishustin to be Prime Minister again. The State Duma approved him for a second term on 10 May.
On 11 May 2024, President Putin approved the new government structure. It remained largely the same as the previous one. Mishustin then nominated candidates for Deputy Prime Ministers and Ministers, who were approved by the State Duma. On 12 May 2024, President Putin nominated ministers for defense, foreign affairs, internal affairs, justice, and emergency situations. Most ministers kept their jobs, but a new Defense Minister was appointed.
Recent Activities
In July 2024, Mishustin announced a plan to build the Moscow–Saint Petersburg high-speed railway. In November 2024, he spoke at the Russian Transport Forum. He shared plans to increase flights in Russia by 1.5 times over the next six years, which will involve updating many airports.
Also in November 2024, Mishustin attended the 2024 United Nations Climate Change Conference in Baku, Azerbaijan. He stated that Russia has significantly reduced greenhouse gas emissions since 1990. He also mentioned Russia's goal to become carbon neutral by 2060, focusing on energy efficiency and clean energy sources.
In May 2025, Mishustin was asked to help solve problems for Rostselmash, a large farm machinery maker in Russia.

Personal Life
Mishustin is married and has three sons. He enjoys playing and watching ice hockey and is a member of the supervisory board for HC CSKA Moscow, a hockey club. He is also an amateur musician and plays the pianist. He has written pop music as a hobby.
On 30 April 2020, Mishustin tested positive for the SARS-CoV-2 virus during the COVID-19 pandemic in Russia. He informed President Vladimir Putin about his infection and went into self-quarantine. He was the first high-ranking Russian official to publicly announce his coronavirus infection.
