A First Deputy Chairman of the Government of the Russian Federation is a very important person in the Russian Government. People often call this role the First Deputy Prime Minister. This person is chosen by the Prime Minister and then approved by the President.
Even though it's a big job, this specific role isn't listed as a separate position in the Russian Constitution. The Constitution says the Government has a Chairman (the Prime Minister), Deputy Chairmen, and federal ministers. The First Deputy Prime Minister is one of these Deputy Chairmen, but with extra responsibilities.
There can even be more than one First Deputy Prime Minister at the same time. What's most important is a special document that explains what each Deputy Prime Minister is in charge of. If the Prime Minister is temporarily away, one of the Deputy Chairmen takes over their duties. This is decided by the written list of responsibilities. No special order from the President is needed at that moment.
