Viktor Alekseyevich Zubkov (Russian: Ви́ктор Алексе́евич Зубко́в, IPA: [ˈvʲiktər ɐlʲɪkˈsʲejɪvʲɪdʑ zʊpˈkof]; born 15 September 1941) is a Russian politician and businessman. He served as the Prime Minister of Russia from September 2007 to May 2008. He was also the First Deputy Prime Minister of Russia when Dmitry Medvedev was president.
Mr. Zubkov worked as a civil servant, which means he held various government jobs. He worked in the Leningrad Oblast area during the time of the Soviet Union. Later, he became an advisor to government ministers. He also worked to investigate financial crimes.
On September 12, 2007, President Vladimir Putin suggested that Mr. Zubkov become the new Prime Minister. This happened after the previous Prime Minister, Mikhail Fradkov, resigned. The Russian parliament, called the State Duma, approved his nomination on September 14, 2007.
When a new president takes office in Russia, the current government automatically steps down. This is part of the Russian Constitution. So, on May 7, 2008, Mr. Zubkov's government was dismissed. After Vladimir Putin became Prime Minister, Mr. Zubkov was appointed as the First Deputy Prime Minister.
Today, Mr. Zubkov is still the chairman of the board of directors for Gazprom. Gazprom is Russia's largest company and one of the biggest oil and natural gas companies in the world.

Early Life and Career
Viktor Zubkov was born in the Sverdlovsk Oblast region of Russia. He studied economics and graduated from the Leningrad Agriculture Institute in 1972.
Work in Soviet Times
In 1966, he joined the Soviet Army for 18 months. From 1967 to 1985, he held important leadership roles in farms called kolkhozes in the Leningrad Oblast.
From 1985 to 1991, he worked in several leadership positions for the Communist Party of the Soviet Union in the Leningrad Oblast. He was the head of the Priozersk City Executive Committee and later the First Secretary of the Priozersk City Committee. He also led departments for agriculture and food. From 1989 to 1991, he was the First Deputy Chairman of the Leningrad Oblast Executive Committee.
Roles in Saint Petersburg
From 1992 to 1993, Mr. Zubkov was a deputy chairman for the External Relations Committee in the Saint Petersburg City Administration. At that time, Vladimir Putin was in charge of this office.
From 1993 to 1998, Mr. Zubkov was the Chief of the State Tax Inspection in Saint Petersburg. He was also a Deputy Chairman of the State Tax Inspection for Saint Petersburg at the same time.
In December 1998, the State Tax Inspection became the Tax Ministry of Russia. Mr. Zubkov was then appointed Chief of the Saint Petersburg and Leningrad Oblast Directorate of the Tax Ministry. In July 1999, he also became the Deputy Tax Minister of Russia for the Northwestern region.
Financial Monitoring Role
On November 5, 2001, Mr. Zubkov left his positions in the Tax Ministry. He was then appointed as the First Deputy Finance Minister of Russia. He also became the Chairman of the Financial Monitoring Committee within the ministry. This committee's main goal was to fight against money laundering.
In 2004, this committee was renamed the Federal Financial Monitoring Service of Russia. Mr. Zubkov continued to hold his position in this service under different governments.
Prime Minister of Russia
On September 12, 2007, President Vladimir Putin suggested Mr. Zubkov for the role of prime minister. Two days later, on September 14, the State Duma (the Russian parliament) approved him for the job. He received 381 votes from the Members of Parliament.
Mr. Zubkov served as Prime Minister until May 8, 2008. This was when Dmitry Medvedev became president, and the government automatically resigned. After this, Mr. Zubkov was appointed as the First Deputy Prime Minister.
Some people thought that Mr. Zubkov was chosen because he was very loyal to President Putin. His experience in fighting financial crime was also seen as very useful.
