Viktor Alekseyevich Zubkov (born 15 September 1941) is a Russian politician and businessman. He served as the Prime Minister of Russia from September 2007 to May 2008. He was also Vladimir Putin's First Deputy Prime Minister when Dmitry Medvedev was president.

Before becoming Prime Minister, Zubkov worked in various government roles. He was an investigator for financial crimes. In September 2007, President Vladimir Putin chose him to be the new Prime Minister. The Russian parliament, called the State Duma, approved his nomination. After a new president was sworn in, Zubkov's government stepped down, as required by the Russian Constitution. He then became the First Deputy Prime Minister.

Today, Viktor Zubkov is the chairman of the board of directors for Gazprom. Gazprom is Russia's largest company and one of the biggest oil and natural gas companies in the world.

Early Life and Career

Viktor Zubkov was born in Sverdlovsk Oblast. He studied economics and graduated from the Leningrad Agriculture Institute in 1972.

From 1967 to 1985, he held important positions on collective farms in the Leningrad Oblast. From 1985 to 1991, he worked in leadership roles for the Communist Party of the Soviet Union in the Leningrad region. He also served as the First Deputy Chairman of the Leningrad Oblast Executive Committee.

In the early 1990s, Zubkov worked with Vladimir Putin in the Saint Petersburg Mayor Office. He was a deputy chairman of the External Relations Committee. Later, he became the head of the State Tax Inspection in Saint Petersburg.

In 1999, he was appointed Deputy Tax Minister of Russia for the Northwestern region. He also became the head of the Tax Ministry for Saint Petersburg and Leningrad Oblast.

In 2001, Zubkov became the First Deputy Finance Minister of Russia. He also chaired a committee focused on fighting money laundering. This committee was later renamed the Federal Financial Monitoring Service.

Becoming Prime Minister

On 12 September 2007, President Vladimir Putin suggested Viktor Zubkov for the role of prime minister. The State Duma approved him on 14 September with 381 votes.

Zubkov served as Prime Minister until 8 May 2008. This was when Dmitry Medvedev became president, and a new government was formed. Some experts thought Zubkov was chosen because he was very loyal to Putin. His experience fighting financial crime was also seen as useful.

Putin mentioned that Zubkov was one of several people who could run for president in 2008. Zubkov himself said he might run. However, in December 2007, Putin supported Dmitry Medvedev for the 2008 presidential election. After Medvedev became president, Zubkov took over his role as Chairman of Gazprom.
