Andrey Removich Belousov (Russian: Андрей Рэмович Белоусов; born 17 March 1959) is a Russian politician and economist. He has been the Minister of Defence since May 2024. Before this, he was the First Deputy Prime Minister of Russia from January 2020 to May 2024. He also served as an aide to the President of Russia and as Minister of Economic Development.
Belousov holds a high rank in the Russian government's civilian service.

Early Life and Family
Andrey Belousov was born in Moscow on 17 March 1959. His mother was a chemist, and his father was an economist. His father worked for the State Planning Committee, which was important for planning the country's economy. Andrey went to a special high school that focused on math and physics.
His younger brother, Dmitry, born in 1972, is also an economist. Dmitry works at the Institute of Economic Forecasting of the Russian Academy of Sciences.
Education and Studies
Belousov studied economics at Moscow State University. He graduated with high honors in 1981, specializing in economic cybernetics. This field uses computer science and math to study economic systems.
In 1986, he earned his first advanced degree (called a Candidate of Economic Sciences). His research looked at how to model and understand how money moves within businesses.
Later, in 2006, he earned a higher degree (Doctor of Economic Sciences). His research focused on the challenges and future of Russia's economy.
Career Journey
Starting in Academia
From 1981 to 1986, Belousov worked as a researcher at the Central Economic Mathematical Institute. He studied how humans and machines work together in economic systems. From 1991 to 2006, he led a laboratory at the Institute of Economic Forecasting. During some of this time, from 2000 to 2006, he also advised the Prime Minister of Russia.
Working in Economic Development (2006–2013)
Belousov became the Deputy Minister of Economic Development and Trade in 2006. He held this role for two years. From 2008 to 2012, he was in charge of the finance and economic department in the Russian Prime Minister's office.

On 21 May 2012, he was appointed Minister of Economic Development. He took over from Elvira Nabiullina. In this role, he helped guide Russia's economic policies. He is known for believing that the government should play an active role in the economy to help it grow.
Advising the President (2013–2020)
On 24 June 2013, Belousov became an economic aide to President Vladimir Putin.
He was one of the few economic advisors to Putin who supported Russia's actions regarding Crimea in 2014. He believed Russia faced challenges from other countries.
First Deputy Prime Minister (2020–2024)
On 21 January 2020, Belousov was appointed as the First Deputy Prime Minister of Russia. This is a very senior position in the government. For a short time, from 30 April to 19 May 2020, he served as the acting Prime Minister. This happened when the regular Prime Minister, Mikhail Mishustin, was ill with coronavirus.
Minister of Defence (2024–Present)
On 12 May 2024, President Putin appointed Andrey Belousov as the Minister of Defence. He officially started this role on 14 May 2024, replacing Sergei Shoigu.
Experts believe that this change shows Russia's focus on using its economy to support its military efforts. They suggest that Belousov's job is to help transform Russia's economy to better support its defense needs. In 2024, military spending made up about 30% of Russia's budget.
Belousov has met with defense leaders from other countries. On 14 October 2024, he visited Beijing, China. He and the Chinese Defense Minister talked about working more closely together on military matters. On 10 December 2024, he also held talks with India's Defence Minister, who confirmed India's commitment to strengthening defense ties with Russia.
On 16 December 2024, Belousov stated that Russia should prepare for different situations, including potential conflicts with NATO, over the next ten years. He also said that Russia aims to achieve victory in the conflict with Ukraine and gain control over certain regions by 2025. Belousov claimed that Ukraine had lost "almost 1 million people" during the conflict.

International Sanctions
Because of the conflict in Ukraine, Andrey Belousov is currently under sanctions. This means that certain countries and groups, like the European Union, the United States, Japan, Canada, and the United Kingdom, have placed restrictions on him. These restrictions might include travel bans or freezing assets.
Private Life
Andrey Belousov has been married twice. He enjoys studying the history of painting. He is also an Orthodox Christian and regularly attends church. When he was younger, he practiced karate and sambo, which are types of martial arts. Today, he stays active with athletics.
His son, Pavel, graduated from the Bauman Moscow State Technical University.
