Andrey Removich Belousov (born 17 March 1959) is a Russian politician and economist. He has been the Minister of Defence for Russia since May 2024. Before this, he served as the First Deputy Prime Minister of Russia from January 2020 to May 2024. He also worked as an advisor to the President of Russia and as the Minister of Economic Development.

Early Life and Education
Growing Up in Moscow
Andrey Belousov was born in Moscow on 17 March 1959. His mother was a chemist, and his father was an economist. His father worked for the State Planning Committee, which was important for the country's economy. Andrey went to a special high school that focused on math and physics.
His younger brother, Dmitry, born in 1972, is also an economist. Dmitry works at the Institute of Economic Forecasting.
University Studies
Belousov studied economics at Moscow State University. He graduated with high honors in 1981, specializing in economic cybernetics. This field combines economics with computer science.
Later, he earned two advanced degrees in economics. In 1986, he became a Candidate of Economic Sciences. In 2006, he became a Doctor of Economic Sciences.
Career Highlights
Early Academic Work
From 1981 to 1986, Belousov worked as a researcher at the Central Economic Mathematical Institute. He then led a laboratory at the Institute of Economic Forecasting from 1991 to 2006. During this time, he also advised the prime minister from 2000 to 2006.
Role in Economic Development
In 2006, Belousov became a deputy minister in the Ministry of Economic Development and Trade. He held this position for two years. From 2008 to 2012, he worked in the Russian Prime Minister's office, focusing on finance and economics.

On 21 May 2012, he was appointed the Minister of Economic Development. He took over this role from Elvira Nabiullina. Belousov is known as a Keynesian economist. This means he believes the government should play a role in guiding the economy.
Advising the President
On 24 June 2013, Belousov became an economic advisor to President Vladimir Putin. He was one of the few economic advisors who supported Russia's actions in Crimea in 2014.
First Deputy Prime Minister
On 21 January 2020, Belousov was appointed First Deputy Prime Minister of Russia. This is a very important role in the government. For a short time, from 30 April to 19 May 2020, he served as the acting Prime Minister of Russia. This happened when the actual Prime Minister, Mikhail Mishustin, was ill.
Minister of Defence
On 12 May 2024, President Putin appointed Belousov as the Minister of Defence. He officially started this role on 14 May 2024, replacing Sergei Shoigu.
Experts believe this change shows that Russia is preparing for a long conflict. Belousov's job is to help transform Russia's economy to support its military efforts. In 2024, about 30% of Russia's budget was spent on its military.
In October 2024, Belousov visited Beijing, China. He met with Chinese Defense Minister Dong Jun. They discussed working together more closely on military matters. In December 2024, he also held talks with India's Defence Minister, Rajnath Singh, to strengthen defense ties.
In December 2024, Belousov stated that Russia should be ready for different situations, including a possible conflict with NATO in the next ten years. He also said that Russia aims to achieve victory in the conflict with Ukraine and fully control certain regions by 2025.

Private Life
Andrey Belousov has been married twice. He enjoys studying the history of painting. He is an Orthodox Christian and regularly attends church. When he was younger, he practiced karate and sambo. Now, he enjoys athletics. His son, Pavel, graduated from the Bauman Moscow State Technical University.
