Daniyal Kenjetaiuly Akhmetov is a well-known Kazakh politician. He was born on June 15, 1954. He served as the 6th Prime Minister of Kazakhstan from June 2003 to January 2007.
People sometimes called him "The Terminator." He got this nickname when he was the Äkim (like a regional governor) of Pavlodar Region. This was because he was known for being very firm in his decisions. On January 8, 2007, he resigned as Prime Minister. He didn't say why, but President Nursultan Nazarbayev had criticized him earlier for spending too much money and making some mistakes in his work. President Nazarbayev accepted his resignation.
After that, Akhmetov became the Minister of Defense in January 2007. He held this job until June 2009. Later, from November 2014 to June 2023, he was the Äkim of the East Kazakhstan Region.

Early Life and Education
Daniyal Akhmetov was born in the city of Pavlodar in the Kazakh SSR. This was a part of the Soviet Union at the time. In 1976, he finished his studies at Pavlodar State University. He earned a degree in civil engineering. This means he learned how to design and build things like roads and buildings.
After college, Akhmetov started working as a foreman. He then became a foreman at a house-building factory. In 1981, he became a deputy chief engineer at a large construction site. From 1983, he worked as a deputy chairman for the city council in Ekibastuz. In 1991, Akhmetov became the manager of a construction trust.
Starting His Political Journey
In 1992, Daniyal Akhmetov became the head of the Ekibastuz City Administration. This was his first big political role. On January 19, 1993, he was appointed as the Äkim of Pavlodar Region. He stayed in this position for several years.
Later, on December 19, 1997, he became the Äkim of North Kazakhstan Region. This showed he was moving up in the government.
Roles in the National Government
On October 12, 1999, Akhmetov was appointed as the Deputy Prime Minister of Kazakhstan. He worked under Prime Minister Kassym-Jomart Tokayev. Then, from December 21, 2000, he served as the First Deputy Prime Minister of Kazakhstan.
In these roles, Akhmetov was in charge of important areas. These included industry, farming, transportation, and communication. He also handled topics like people moving to new places and population changes. He returned to being the Äkim of Pavlodar region on November 21, 2001. This happened after the previous Äkim, Galymzhan Zhakiyanov, left his job.
Prime Minister of Kazakhstan (2003–2007)
President Nursultan Nazarbayev chose Daniyal Akhmetov to be the Prime Minister. This happened at a meeting of the parliament on June 13, 2003. President Nazarbayev said that the new Prime Minister needed to have experience. He felt this was important to help the country grow faster.
Akhmetov was approved by many members of parliament. He then formed the 28th government of Kazakhstan. He told the parliament that he wanted to continue the country's policies. He also said that Kazakhstan was building a country where everyone had freedom. He encouraged everyone to work together and support the President's economic plans.
Changes to Oil Laws
As Prime Minister, Akhmetov worked to change Kazakhstan's oil laws. This was a big task because many foreign companies did not agree with the changes. In May 2004, he received a letter from 47 foreign oil companies. These included big names like ChevronTexaco and ExxonMobil. They worried that the new laws would make it harder for them to invest in Kazakhstan.
The companies were especially concerned about rules that required them to use local products and services. They also worried about a rule that said a Kazakh company must own at least 50% of any oil project.
Building International Relationships
Akhmetov also worked to strengthen Kazakhstan's relationships with other countries.
Kazakhstan and South Korea
On September 23, 2006, Akhmetov met with South Korean Prime Minister Han Myeong Sook. They met in Astana, the capital of Kazakhstan. They signed several agreements to improve economic ties. The government of South Korea agreed to invest an extra $2 billion. This money would go into projects in energy, uranium mining, construction, and banking. Akhmetov also suggested that South Korea could help develop a new type of nuclear reactor. South Korean companies already had investments in over 300 companies in Kazakhstan.
Kazakhstan and Tatarstan
Akhmetov also met with Rustam Minnikhanov. He was the Prime Minister of the Republic of Tatarstan, which is part of Russia. They met in Astana on October 13, 2006. They talked about working together to build helicopters. They also discussed Kazakhstan investing in oil and gas businesses in Tatarstan.
Another big topic was building a new highway. This highway would connect St. Petersburg in Russia to China. Akhmetov called it "the shortest road link between Europe and China."
Political Changes in 2007
On January 9, 2007, President Nazarbayev chose Karim Massimov to be the new Prime Minister. Massimov was the Deputy Prime Minister at the time. Akhmetov had resigned the day before, on January 8. He did not give a reason for his resignation. Many people thought it was because the President had criticized his handling of the country's economy.
The parliament approved Massimov's appointment on January 10. Akhmetov then became the Minister of Defense, taking over from Mukhtar Altynbayev.
After Being Prime Minister
Daniyal Akhmetov continued to serve as the Defense Minister. He worked under Prime Minister Massimov until June 17, 2009. After this, he left government for a while.
In December 2010, it was reported that Akhmetov was leading a company that worked with green energy. He said he was happy with this change. He enjoyed spending more time with his family and friends. He also liked to stay healthy and rode his bicycle often.
On December 21, 2011, he was appointed as a member of the Board for Energy and Infrastructure. This was for the Eurasian Economic Commission.
From November 11, 2014, to June 16, 2023, he served again as the Äkim of the East Kazakhstan Region. In March 2022, he was ranked as one of the top regional Äkims.
