Horizon City is a growing city in El Paso County, Texas, United States. It is located near the city of El Paso. In 2020, about 22,489 people lived there. This was a big jump from the 16,735 people counted in 2010.

Discovering Horizon City's Past
Horizon City became an official city on October 22, 1988. It got its name from the Horizon Corporation. This company started developing the area in the early 1960s. They planned it as a new community.
The Horizon Corporation bought large areas of land in the southwestern United States. They divided these lands into smaller sections. Then, they sold these sections to many people around the world. Sometimes, people bought land without seeing it first. Often, these lots did not have access to water or other services. The company used some unfair sales methods.
The Federal Trade Commission, a government agency that protects consumers, stopped these sales in 1981. Only one part of the development was successful. This area was around Horizon Boulevard and Kenazo Street. This successful spot became the center of Horizon City.
Much of the land east of the city is still undeveloped. It is owned by many different people. It is hard to sell or build on these lots. This is because of a Texas law from 1994 called the Colonia Act. This law helps stop the creation of "colonias." Colonias are neighborhoods that lack basic services like water or sewers. People often live in poor conditions there.
The law says you cannot sell small pieces of land for homes. If you sell more than 10 acres, you must promise there will be enough water, sewer, and other services. A local group, the Horizon Communities Improvement Association, is working to combine these small lots. This will make it easier to develop the land legally in the future.
