About Jacques-Édouard Alexis
Jacques-Édouard Alexis was born in Gonaïves, Haiti, on September 21, 1947. He comes from a family with a history in Haitian leadership. He is the great-great-grandson of President Pierre Nord Alexis.
His Education and Early Career
Alexis went to school in Gonaïves and later in Port-au-Prince. He studied agricultural engineering at the State University of Haiti. He earned his degree in 1973.
After college, Alexis worked as a teacher and researcher. He taught chemistry at the State University of Haiti. He also studied in Canada at Université Laval, where he earned a Master of Science degree. He taught food technology and human nutrition. Later, he became the Dean of the Faculty of Agronomy and Veterinary Medicine at the State University of Haiti.
From 1987 to 1995, he helped start Quisqueya University. He was the first leader, or rector, of this university.
Before becoming prime minister, Alexis worked in the government under President René Préval. He was the Minister of National Education, Youth, and Sport. He also served as the Minister of Culture and the Minister of the Interior.
Serving as Prime Minister
First Time as Prime Minister
President Préval chose Alexis to be prime minister in 1998. This happened after a long political problem. The parliament had rejected three other people for the job.
Alexis's appointment was approved by the Senate and the Chamber of Deputies. He became prime minister on March 26, 1999. He served until February 7, 2001.
Second Time as Prime Minister
René Préval was elected president again in 2006. He chose Alexis to be prime minister once more. Both parts of the parliament approved his nomination. Alexis and his government officially started on June 9, 2006.
His government included several political parties working together. Alexis said his main goals were to make the country safer. He also wanted to provide basic services for everyone.
Why He Left Office
People started to criticize Alexis's plans for the economy. In February 2008, there was a vote to remove him, but he stayed in office.
However, in April 2008, there were protests because food prices were very high. These were called "food riots." Alexis announced a plan to help lower the cost of living.
But many senators felt his plans were not enough. On April 12, the Senate voted to remove Alexis from his position. All 16 senators who were present voted for him to leave. President Préval said Alexis had done his best. He also said Alexis should not be blamed for everything.
