Jorge Enrique Illueca Sibauste (born September 17, 1918 – died May 3, 2012) was an important politician and diplomat from Panama. He served as the President of Panama for a short time in 1984. He also held a very important role as the President of the United Nations General Assembly.

Jorge Illueca was born in Panama City, Panama. He studied at several well-known universities. These included the University of Panama, Harvard University, and the University of Chicago. He earned a law degree from the University of Chicago in 1955.

After his studies, he became one of the most respected lawyers in Panama. He also shared his knowledge by teaching as a professor at the University of Panama.

Starting a Diplomatic Career

In the 1970s, Jorge Illueca began his career in diplomacy. This means he worked to represent Panama in international matters. He started by working at the United Nations on topics related to international law.

He served as Ambassador of Panama to the United Nations from 1976 to 1981. An ambassador represents their country in another country or at an international organization. Later, he became the Minister of Foreign Affairs for Panama. He held this position from 1981 to 1983.

Leading Panama and the UN

In 1982, Jorge Illueca was elected Vice President of Panama. Then, in 1984, he became the President of Panama. This happened after the previous president resigned. He served as president for a few months until new elections were held. He did not run in those elections.

During this same time, he also had a major international role. He was the President of the United Nations General Assembly from 1983 to 1984. This is a very important position where he led discussions among many countries.

He also worked with the Permanent Court of Arbitration at The Hague. This court helps countries solve disagreements peacefully. He was a member from 1974 to 1990. He also served on the United Nations International Law Commission three times. This commission helps develop international laws.

Jorge Illueca was known for speaking his mind. He was strongly against the US Army's School of the Americas. He called it "the biggest base for destabilization in Latin America." This shows he cared deeply about peace and stability in his region.
