Lee Wan-koo was born in 1950 in a place called Bibong-myeon, which is in Cheongyang, South Chungcheong Province. After finishing his studies at Sungkyunkwan University, he started working for the government. He worked in the Economic Planning Board, which is now known as the Ministry of Strategy and Finance.

Later, he moved to work for the National Police Agency. He also spent some time studying in the United States. From 1982 to 1984, he studied at Michigan State University and earned a master's degree in Criminal Justice. He even worked as a Consul for South Korea in Los Angeles from 1986 to 1989.

In the election held in 1996, he was chosen by the people to be a member of the National Assembly. The National Assembly is like the parliament or congress in other countries, where laws are made.

In 1998, he joined another political group called the United Liberal Democrats. Later, in 2006, he was elected as the governor of South Chungcheong Province.
