Hwang Kyo-ahn (born 15 April 1957) is a well-known South Korean politician. He has held important roles, including serving as the acting President of South Korea and the Prime Minister of South Korea.

Hwang served as the Minister of Justice from 2013 to 2015 under President Park Geun-hye. In May 2015, President Park Geun-hye nominated him to become the Prime Minister of South Korea, and he officially took office on 18 June 2015.

On 9 December 2016, President Park Geun-hye was impeached (meaning she was removed from office) by the National Assembly. Hwang then took on the role of Acting President of Korea. He served in this temporary role until the 2017 South Korean presidential election on 9 May 2017, when Moon Jae-in was elected as the new president.

In January 2019, Hwang joined the Liberty Korea Party and was chosen as its leader on 27 February 2019. When the Liberty Korea Party joined with other groups to form the United Future Party on 17 February 2020, Hwang continued as the leader of this new party. After the 2020 South Korean legislative election, where his party did not win many seats, Hwang resigned from his leadership role.

Early Life and Education

Hwang Kyo-ahn was born on 15 April 1957. He finished Kyunggi High School in 1976. He then studied law at Sungkyunkwan University, earning his Bachelor of Laws degree in 1981. In the same year, he passed the important National Bar Exam, which allowed him to become a lawyer. In 1983, he also studied theology and received a diploma.

Later, in 2006, he earned his Master of Laws degree, also from Sungkyunkwan University.

His Time as a Prosecutor

Hwang spent 30 years working as a prosecutor. He started his career in December 1982 at the Chuncheon District Prosecutor's Office. He focused on enforcing laws related to public safety and national security. He also wrote a book about national security law called the "Public Security Investigation Textbook."

After working as a chief inspector in Busan in 2011, he worked as a lawyer at the Pacific Law Firm from September 2011 to January 2013.

Political Career and Leadership Roles

Serving as Justice Minister (2013–2015)

In 2013, Hwang Kyo-ahn joined President Park Geun-hye's government as the Minister of Justice. In this role, he was involved in a case at the Constitutional Court of Korea concerning the Unified Progressive Party. The court eventually decided to ban the party in December 2014.

Leading as Prime Minister (2015–2017)

On 21 May 2015, President Park Geun-hye chose Hwang to be the Prime Minister of South Korea. This happened after the previous Prime Minister, Lee Wan-koo, resigned.

In July 2016, Hwang visited the town of Seongju. People there were upset about plans to place a U.S. missile defense system (called THAAD) in their area. They were concerned about health and environmental issues, and Hwang faced protests during his visit.

Hwang was known for being very loyal to President Park. In November 2016, during a political scandal involving President Park, she tried to replace Hwang as Prime Minister. However, after discussions with opposition leaders, Hwang remained in his position. He later attended the APEC meeting in Peru, representing President Park.

Becoming Acting President (2016–2017)

On 9 December 2016, the National Assembly voted to impeach President Park Geun-hye because of a major political scandal. When a president is impeached, the Prime Minister takes over their duties temporarily. So, Hwang took on the powers and responsibilities of the president as the Acting President.

On 10 March 2017, South Korea's Constitutional Court of Korea officially confirmed the decision to remove President Park from office. This meant Hwang continued as Acting President until a new election could be held. New elections had to be held within 60 days. Hwang said he felt "deep responsibility" when he took on this important role.

As Acting President, one of his first visits was to the Joint Chiefs of Staff in Seoul. He emphasized the importance of national security, especially given the situation with North Korea.

Hwang decided not to run in the 2017 South Korean presidential election. He felt it was more important to focus on his role as Acting President during that time. He resigned as Prime Minister on 11 May 2017, after the new president was elected.

Party Leadership Roles (2018–2020)

In November 2018, Hwang joined the Liberty Korea Party. In January 2019, he announced he would seek to become the party's leader. On 27 February 2019, he won the 2019 Liberty Korea Party leadership election with 50.1 percent of the votes.

On 17 February 2020, the Liberty Korea Party merged with other smaller parties to form the United Future Party. Hwang continued as the leader of this new party.

In the 2020 South Korean legislative election on 15 April, Hwang ran for a seat in the Jongno district of Seoul. However, his party did not perform well in the election, and Hwang himself lost his election in Jongno to former Prime Minister Lee Nak-yon. After these results, Hwang resigned from his leadership position on 15 April. He then took a short break from politics.

Presidential Election Bid (2021)

On 10 March 2021, Hwang Kyo-ahn announced that he would try to become a candidate for the 2022 South Korean presidential election. He registered as a candidate for the People Power Party, which is the new name for the United Future Party. On 8 October, Hwang was not chosen as one of the final candidates for the party, which ended his bid for the 2022 presidential election.

Ministry

Hwang Kyo-ahn is a Baptist Christian evangelist. He is part of a Baptist Church in Seoul, which is connected to the Korea Baptist Convention.
