Li Yuanchao (born 20 November 1950) is a retired Chinese politician. He served as the Vice President of China from 2013 to 2018. He was also the Honorary President of the Red Cross Society of China.

Li Yuanchao held important roles in the Chinese Communist Party. From 2007 to 2012, he led the party's Organization Department. Before that, from 2002 to 2007, he was the top leader in Jiangsu province. This area is known for its strong economy. Li was also a member of the Politburo of the Chinese Communist Party for ten years, from 2007 to 2017.

Li Yuanchao played a part in China's "reform and opening up" period. This was a time of big changes under leaders like Deng Xiaoping. He studied mathematics at university. Later, he became a rising political figure.

Li Yuanchao's Early Life and Education

Li Yuanchao was born in 1950 in Lianshui County, Jiangsu province, China. His father, Li Gancheng, was a Communist Party official. His mother, Lü Jiying, was a revolutionary. Li was the fourth of their seven children. His first name, Yuanchao, meant "aid Korea" at the time. He later changed the characters of his name but kept the same sound.

He went to Shanghai High School and finished in 1966. This was just before the Cultural Revolution began. During this time, he worked doing manual labor in Dafeng County, Jiangsu.

In 1973, Li began studying mathematics at East China Normal University. After graduating, he taught at a secondary school in Shanghai. He also taught at a vocational college. In 1978, he joined the Chinese Communist Party.

After college entrance exams restarted, Li earned a master's degree in mathematics from Fudan University. He graduated in 1981 and then taught at Fudan. He also held a leadership role in the university's Communist Youth League.

Joining the Communist Youth League

In 1983, Li Yuanchao became the head of the Shanghai Communist Youth League. He was 32 years old at the time. Soon after, he joined the Central Secretariat of the Communist Youth League. Here, he was in charge of spreading party ideas and information. He worked in this role until 1991.

While working, Li continued his studies. He earned a master's degree in economic management from Peking University. He also got a doctoral degree in law from the Central Party School in 1998. In 2019, some questions were raised about parts of his doctoral writing.

In 1993, Li became a deputy head in the State Council Information Office. This office shares information about China. In 1996, he became the Vice Minister of Culture. In 2001, he attended a special training program at Harvard University.

Leading Jiangsu Province

In 2001, Li Yuanchao became the Deputy Party Secretary of Jiangsu province. He also became the party chief of Nanjing, the provincial capital.

In 2002, Li was chosen to be the Communist Party Secretary of Jiangsu. This was the top leadership role in the province. He held this position until 2007. During his time in Jiangsu, Li changed how local officials were judged. He looked at their performance based on social and environmental factors, not just economic growth. He also led a major effort to fight corruption in the province.

Roles in the Politburo

Li Yuanchao was seen as a close supporter of General Secretary Hu Jintao. Because of his background in the Communist Youth League, he was part of a group called the tuanpai.

In October 2007, Li became a member of the Politburo of the Chinese Communist Party. This is a very important group of leaders in China. He also became the head of the Organization Department of the Chinese Communist Party. This department manages party members and officials.

After the 2012 National Congress of the CCP, Li was no longer the head of the Organization Department. He was replaced by Zhao Leji. Li was thought to support political changes. He remained a member of the 25-member Politburo.

Serving as Vice President

In March 2013, Li Yuanchao was elected Vice President of China. This role is mostly ceremonial. However, Li played a big part in China's foreign affairs. He was a deputy leader in groups that handle foreign policy and affairs related to Hong Kong and Macau.

Li was the highest-ranking Chinese official to attend important state funerals. These included the memorial for South African leader Nelson Mandela. He also attended the funerals for Cuban leader Fidel Castro and Singapore's founding leader Lee Kuan Yew.

Li left the Politburo after the 2017 Party Congress. In 2018, he retired from his position as Vice President. Wang Qishan became the new Vice President.

Publications

Li Yuanchao is one of four authors of a book titled The Strategic Choice for China's Prosperity. The English version was published in December 2018. It was released to celebrate China's 40th Anniversary of Reform and Opening-up.
