Li Yuanchao (born November 20, 1950) is a Chinese politician who is now retired. He served as the Vice President of China from 2013 to 2018. He was also the Honorary President of the Red Cross Society of China.

Before becoming Vice President, Li held important roles in the Chinese Communist Party. He was in charge of the Organization Department from 2007 to 2012. This department manages the party's members and leaders. From 2002 to 2007, he was the top leader of Jiangsu province. Jiangsu is a region in China known for its strong economy. Li Yuanchao was also a member of the Politburo of the Chinese Communist Party for ten years, from 2007 to 2017.

Li Yuanchao played a part in China's "reform and opening up" period. This was a time when China changed its economy and opened up to the world. He first studied mathematics at university. Later, he became a leader in the Communist Youth League in Shanghai.

Early Life and Education

Li Yuanchao was born in 1950 in Lianshui County, Jiangsu province, China. His father, Li Gancheng, was a Communist Party official. His mother, Lü Jiying, was a revolutionary. Li was the fourth of seven children. His original name, Yuanchao, meant "aid Korea." He later changed the characters of his name but kept the same sound.

He went to Shanghai High School and finished in 1966. Soon after, the Cultural Revolution began. During this time, he worked doing manual labor in Dafeng County, Jiangsu.

University Studies

In 1973, Li was chosen to study mathematics at East China Normal University. After graduating, he worked as a teacher in Shanghai. He taught at Nanchang Secondary School and then at a vocational college.

After China brought back its national college entrance exams, Li went to Fudan University. He earned a master's degree in mathematics. He joined the Chinese Communist Party in June 1978. After finishing his master's in 1981, he taught at Fudan. He also held a leadership role in the university's Communist Youth League.

Further Education and Early Political Roles

In 1983, Li was promoted to lead the Shanghai Communist Youth League. He was 32 years old at the time. Soon after, he became a member of the Central Secretariat of the Communist Youth League. He was responsible for propaganda and ideas. He stayed in this role until 1991.

While working, Li continued his studies part-time. He earned another master's degree in economic management from Peking University. He also received a doctoral degree in law from the Central Party School in 1998.

In 1993, Li became a deputy head of the State Council Information Office. This office helps share information about China. In 1996, he became the Vice Minister of Culture. He also studied at the John F. Kennedy School of Government at Harvard University in 2001.

Leadership in Jiangsu

In 2001, Li Yuanchao became the Deputy Party Secretary of Jiangsu province. He also became the party secretary of Nanjing, the capital city. Soon after taking office, he gained attention for removing several city officials.

Li served as the Party Secretary of Jiangsu from 2002 to 2007. During his time there, he changed how local officials were judged. He focused on their performance in social and environmental areas, not just economic growth. He also led a major effort to fight corruption in the province.

National Leadership Roles

Li Yuanchao was seen as an ally of then-General Secretary Hu Jintao. In October 2007, he became a member of the Politburo of the Chinese Communist Party. He also became the head of the Organization Department of the Chinese Communist Party. This department is very important for managing the party's structure.

After the 2012 National Congress of the CCP, Li Yuanchao was no longer the head of the Organization Department. He was considered for an even higher position, but he was not selected. However, he continued to serve on the 25-member Politburo.

Vice President of China

In March 2013, Li Yuanchao was elected as the Vice President of China. This role is mostly ceremonial. However, Li played a big part in China's foreign affairs. He was a deputy leader of the Foreign Affairs Leading Group. This group helps coordinate China's international relations. He also helped with matters related to Hong Kong and Macau.

Li was the highest-ranking Chinese official to attend important state funerals. These included the memorial for South African leader Nelson Mandela. He also attended the funerals for Cuban leader Fidel Castro and Singapore's founding leader Lee Kuan Yew. Li left the Politburo in October 2017.

In 2018, Li retired from his position. Wang Qishan became the new Vice President.

Publications

Li Yuanchao is one of four authors of the book The Strategic Choice for China's Prosperity. This book was published in December 2018. It was released to celebrate China's 40th Anniversary of Reform and Opening-up. The other authors include Li Yining, Meng Xiaosu, and Li Keqiang.
