For a long time, Prussia had its own foreign ministers. These people were very important in shaping Prussia's place in Europe. They worked directly for the King of Prussia.
After 1871, something big happened. The German Empire was created, and Prussia became a part of it. From then on, the person who was the Imperial Chancellor (like a prime minister for the whole German Empire) usually also served as Prussia's foreign minister.
However, there were some exceptions. For example, when Prince Hohenlohe was Chancellor (from 1894 to 1900), the job of Prussian foreign minister was held by the State Secretaries for Foreign Affairs.
