A Lieutenant Governor is a special leader in charge of a Union territory in India. Ladakh is one such Union territory, and it was created on October 31, 2019. The Lieutenant Governor is chosen directly by the President of India. They act as the main representative for the Central Government in Ladakh. Since Ladakh does not have its own law-making assembly, the Central Government manages the territory through the Lieutenant Governor.
On July 18, 2025, Kavinder Gupta became the Lieutenant Governor of Ladakh. He promised to help rebuild the region with support from the people. Mr. Gupta was previously a Deputy Chief Minister and Speaker in the Jammu and Kashmir Assembly. He wants to make Ladakh a famous place for tourism around the world.

What is a Lieutenant Governor?
A Lieutenant Governor is like a special leader for a Union territory in India. They are chosen by the President of India. Their main job is to represent the national government in that territory. They help manage the area and make sure things run smoothly.
How Ladakh Became a Union Territory
In August 2019, the Indian Parliament passed a new law. This law changed the state of Jammu and Kashmir into two separate Union territories. These new territories were Jammu and Kashmir and Ladakh. This change happened on October 31, 2019. The law also created the position of Lieutenant Governor for Ladakh.
History of Ladakh's Governors
The very first Lieutenant Governor of Ladakh was Radha Krishna Mathur. He used to be a defense secretary and chief information commissioner. He started his role on October 31, 2019. Mr. Mathur served until he resigned in February 2023.
After Mr. Mathur, Brigadier B. D. Mishra took over on February 19, 2023. He was previously the governor of Arunachal Pradesh. Brigadier Mishra served until July 17, 2025.
The current Lieutenant Governor is Kavinder Gupta. He took office on July 18, 2025.
