Radha Krishna Mathur (born 25 November 1953) is a retired Indian government official. He was an IAS officer, which is a top administrative role in India. He served as the very first Lieutenant Governor of Ladakh from 2019 to 2023.
Before this, he was the Chief Information Commissioner of India (CIC) until November 2018. He also held the important position of Defence Secretary for India. Mr. Mathur has worked in many key government roles throughout his career.

Education and Learning
R. K. Mathur is a highly educated person. He earned a degree in mechanical engineering from IIT Kanpur. He then got a master's degree in Industrial Engineering from IIT Delhi. He also holds an MBA degree from the International Center for Promotion of Enterprises (ICPE) in Slovenia.
Career Highlights
Working as an IAS Officer
As an IAS officer, R. K. Mathur held many important jobs for both the national government of India and the state government of Tripura.
For the Tripura government, he served as:
- The Chief Secretary (the top administrative officer).
- Principal Secretary for Finance, Agriculture, and Rural Development.
- Resident Commissioner of Tripura.
- Commissioner of Revenue and Panchayats.
- CEO of the Tripura Tribal Areas Autonomous District Council.
- District Magistrate and Collector of West Tripura district.
For the national government, he worked as:
- Defence Production Secretary.
- Micro, Small and Medium Enterprises Secretary.
- Special Secretary in the Ministry of Defence.
- Development Commissioner in the Ministry of Textiles.
- Chief Enforcement Officer in the Ministry of Textiles.
Mr. Mathur also worked as a Private Secretary for different Ministers of External Affairs and Information and Broadcasting.
Chief Secretary of Tripura State
R. K. Mathur became the Chief Secretary of Tripura in December 2003. He held this important position for almost three years, leaving the office in October 2006.
Secretary for Small and Medium Businesses
In November 2011, Mr. Mathur was appointed as the national Secretary for Micro, Small and Medium Enterprises. This role involves helping small and medium-sized businesses grow. He served in this position until September 2012.
Defence Production Secretary
After that, in October 2012, he became the national Defence Production Secretary. In this role, he was responsible for matters related to making things for India's defense. He held this job until May 2013.
Defence Secretary of India
In May 2013, R. K. Mathur was appointed as the national Defence Secretary. This is a very high-ranking position in the government, dealing with India's defense matters. He served for two years, retiring from this role in May 2015.
Chief Information Commissioner of India
In December 2015, R. K. Mathur was chosen to be the Chief Information Commissioner of India (CIC). He officially took the oath for this role in January 2016. The CIC leads the Central Information Commission, which helps people get information from the government. He retired from this position in November 2018.
Lieutenant Governor of Ladakh (2019-2023)
Radha Krishna Mathur was appointed as the first-ever Lieutenant Governor of Ladakh by the President of India on 25 October 2019. He officially took office on 31 October 2019, when Ladakh became a Union Territory. He served in this role until 12 February 2023, when B D Mishra took over from him.
