Mark A. A. Warner (born 1964) is a Canadian lawyer. He helps countries and companies with rules about international trade and fair business competition. He used to work for a law firm in Toronto called Fasken Martineau DuMoulin. He also worked for the Government of Ontario.

In February 2007, Mark Warner was chosen to be a candidate for the Conservative Party of Canada. He wanted to become a Member of Parliament in the House of Commons for the area of Toronto Centre. This was for a special election called a by-election, after the previous Member of Parliament, Bill Graham, retired. However, on October 30, the party decided to choose someone else. This was because of different ideas between Warner's campaign and the main party's campaign, especially about social and city issues.

Early Life and Education

Mark Warner was born in Port of Spain, Trinidad and Tobago, in 1964. His family moved to Canada in 1968. He spent his early childhood in Halifax, Nova Scotia. He went to the Halifax Grammar School there. Later, his family moved to North Bay and then Pickering, Ontario.

Mark Warner studied at several universities. He earned a degree in Economics and Political Science from McGill University in Montreal. He then got a master's degree in economics from the University of Toronto. After that, he studied law. He earned a law degree from Osgoode Hall Law School at York University. He also got another law degree in International & Comparative Law from Georgetown University Law Centre. He is allowed to practice law in Ontario, Canada, and New York State. He also used to be a lawyer in Brussels.

Standing Up for What's Right

While at McGill University, Mark Warner was very active. He was part of the university's senate, which helps make decisions for the school. He also helped start the Black Students Network. He was a strong supporter of the anti-apartheid movement. This movement worked to end a system of unfair racial separation in South Africa.

He successfully campaigned for McGill and the University of Toronto to stop investing in companies that did business in South Africa during the apartheid era. For his leadership in this campaign, he received McGill's Scarlet Key Society award in 1986.

His Career Journey

Mark Warner has written a book called Canadian Law and Practice of International Trade. He wrote it with others, including Bill Graham. From 1996 to 2000, Warner worked as a legal advisor for the Trade Directorate of the Organisation for Economic Co-operation and Development (OECD) in Paris. The OECD is a group of countries that work together to promote economic growth and trade.

He has practiced law in many cities around the world. These include Toronto, Washington, D.C., New York City, and Brussels. Throughout his career, he has taught law courses at different universities. These include the University of Leiden in the Netherlands and the World Trade Institute in Switzerland. He also taught in South Africa and Uganda. Before joining the OECD, he was a professor at the University of Baltimore School of Law. He taught courses on company law and trade law there.

Mark Warner has also worked as an arbitrator for ICANN domain name disputes. This means he helps settle disagreements over website names. In 2000, he made an important decision in a case that helped define "reverse domain hijacking." This is when someone tries to unfairly take a website name from its rightful owner.

In 2009 and 2010, he helped the Government of Ontario with a big project. He coordinated the legal work when General Motors bankruptcy and Chrysler bankruptcy happened. This involved helping to restructure their operations in Ontario.
