The town of Melbourne was officially planned on February 23, 1882, by the Milwaukee Land Company. It became an official city on December 30, 1895. Melbourne was special because it was the only town in Marshall County that always had two main railroads serving it.

The city grew quickly, thanks to three railroads. By 1910, its population had reached 423 people. Melbourne faced tough times, too. In 1903, a big fire destroyed the entire business area. Later, in 1981, a tornado hit the southern part of town, causing more damage.

From 1984 to 1998, Bill Crews served as the mayor of Melbourne. At that time, Melbourne was thought to be the smallest city in the United States to have a mayor who was open about his personal life.
