A Career in Urban Planning

Housing and Building Research
He started at the government's Housing and Building National Research Center (HBRC). Here, he became the director of the Training and Urban Studies Institute. This role helped him learn a lot about housing and city planning.
Leading Urban Development
From 2009 to 2011, Madbouly led the General Organization for Physical Planning (GOPP). This organization helps plan how land is used across Egypt. It works under the Ministry of Housing.
Working with the United Nations
He also worked internationally. From 2012 to 2014, he was a regional director for Arab countries. This was for the United Nations Human Settlements Programme. This program helps people around the world have better homes and living conditions.
Becoming Housing Minister
In March 2014, Madbouly became the Minister of Housing, Utilities and Urban Communities. He took over from Ibrahim Mahlab. He kept this job when Sherif Ismail became prime minister in 2015.
Big Housing Projects
As Housing Minister, Madbouly managed big projects. One important project was the Social Housing Project. This project aimed to build a million homes for people. He also led the New Urban Communities Authority (NUCA). This is Egypt's biggest real estate developer. It manages the country's "New Cities" program. He oversaw projects like the New Administrative Capital.
Serving as Prime Minister
In November 2017, Madbouly briefly served as acting prime minister. This happened when Sherif Ismail was away for medical treatment.
Forming a New Government
On 7 June 2018, President Sisi officially appointed Madbouly as Prime Minister. He took over after Sherif Ismail resigned. On 9 June, Prime Minister Madbouly changed some of the ministers in the government. This is called a cabinet reshuffle. The Egyptian Parliament agreed to his new list of ministers. It was noted that eight women were part of his new cabinet. This was more than in the previous government. Madbouly and his new cabinet officially started their work on 14 June. He also continued to serve as Housing Minister for a while.
Presenting Government Plans
On 3 July 2018, Madbouly shared his government's plans with the Egyptian parliament. This is called a policy statement. He explained that much of their economic plan was already completed. The parliament then reviewed his plans. They later voted to approve his cabinet and policy statement on 25 July 2018. This was an important step for his government to officially begin its work.
