The victims of the massacre were a group of travelers called the Baker–Fancher party. They were on their way from Arkansas to California. They were passing through the Utah Territory at the time.

What Was Utah Territory Like in 1857?

For about ten years before the massacre, Utah Territory was a special kind of government. It was a theocracy. This means it was led by religious leaders. The main leader was Brigham Young. He was the head of the Church of Jesus Christ of Latter-day Saints.

Brigham Young's Vision for Utah

Brigham Young had a big plan for Utah. He wanted to create a "Kingdom of God" on Earth. This kingdom would prepare for a future time called the millennium. To do this, he set up many settlements. These settlements were along important travel routes. These routes included the California Trail and the Old Spanish Trail.

In these new settlements, Mormon officials had many roles. They were leaders of the church. They also governed the state. And they led the local military. This blend of roles was common in the territory.

Important Southern Settlements

Two key settlements in the southern part of Utah were Parowan and Cedar City. William H. Dame was the leader in Parowan. Isaac C. Haight led Cedar City. Both men were important church leaders. They were called Stake Presidents.

Besides their church roles, Dame and Haight were also senior military leaders. They led the Mormon militia in their areas. This militia was a local defense force.

The Mormon Reformation

Just before the massacre, there was a time called the Mormon Reformation. During this period, Mormon teachings became very strong. They were also very serious. The Church had faced a lot of hardship in the past. This happened in the American mid-west. This history made the community very close-knit and protective.
