Moustapha Niasse, born on November 4, 1939, is a well-known politician and diplomat from Senegal. He held important roles in his country's government. From 2012 to 2022, he was the President of the National Assembly of Senegal, which is like the head of the country's parliament.
He also served as the Foreign Minister of Senegal, helping Senegal deal with other countries, from 1978 to 1984 and again from 1993 to 1998. He was also the Prime Minister of Senegal for a short time in 1983, and then again from 2000 to 2001.
Early Life and Education
Moustapha Niasse was born in Keur Madiabel, a place in Senegal. He went to college at Cheikh Anta Diop University in Senegal. Later, he continued his studies at the University of Paris in France.
Political Career Highlights
Early Government Roles
Niasse started his career in government in 1970. He worked as the director of the Presidential Cabinet until 1979. This role meant he helped the President with important decisions and daily tasks.
In March 1979, he became the Minister of Town Planning, Housing, and Environment. He held this position for a few months. Then, in September 1979, he was appointed as the Minister of Foreign Affairs. He was promoted to Minister of State for Foreign Affairs in January 1981 and served until April 1984.
First Time as Prime Minister
In April 1983, Moustapha Niasse briefly served as the Prime Minister of Senegal for about a month. After this, the position of Prime Minister was removed for a while. He later served as Foreign Minister again from June 1993 to July 1998. After that, he worked for the Secretary General of the United Nations in the Great Lakes region of Africa until 1999.
Forming a New Political Party
In the late 1990s, Niasse decided to create his own political party. He named it the Alliance of the Forces of Progress (AFP). This was a new step in his political journey.
Presidential Election of 2000
In the February 2000 presidential election, Moustapha Niasse ran for president. Other strong candidates included the current President, Abdou Diouf, and a long-time opposition leader, Abdoulaye Wade. Niasse came in third place, getting 16.77% of the votes.
Since no candidate won more than half the votes, President Diouf and Abdoulaye Wade went to a second round of voting. Niasse decided to support Wade in this second round. Wade, in turn, promised Niasse the position of Prime Minister if he won. Niasse's support helped Wade win the election. After Wade became president in April 2000, he appointed Niasse as his Prime Minister.
Second Time as Prime Minister
Niasse served as Prime Minister from April 2000 until March 3, 2001. After his time as Prime Minister, Niasse was elected to the National Assembly of Senegal in the April 2001 parliamentary election. He represented his party, the AFP.
In 2002, the United Nations Secretary-General, Kofi Annan, asked Niasse to help in the Democratic Republic of Congo. His job was to try and help form a united government there.
Later Political Activities
In June 2006, Niasse resigned from his seat in the National Assembly. He believed the assembly's term should not be extended beyond its original five years.
Presidential Election of 2007
In December 2006, Niasse was chosen as the candidate for "Alternative 2007." This was a group of ten opposition parties for the February 2007 presidential election. He finished fourth in the election, receiving 5.93% of the votes. He won in one of Senegal's 34 departments, called Nioro.
Return to the National Assembly
In the February–March 2012 presidential election, Niasse ran for president again. In the second round, he supported Macky Sall against President Wade. Sall won the election.
A few months later, in the July 2012 parliamentary election, Niasse was elected to the National Assembly once more. He was part of the group supporting President Sall, which won many seats. On July 30, 2012, Moustapha Niasse was elected as the President of the National Assembly. He was re-elected to this position on October 11, 2013, for another year. He served as President of the National Assembly until September 2022.
Honours and Awards
Moustapha Niasse has received several important awards for his service:
In 2022, he was awarded the Grand Cross of the National Order of the Lion from Senegal. This is a very high honour in his home country.
In 2014, he received the Grand Cross of the Order of Ivory Merit from Ivory Coast. This shows his good relations with neighbouring countries.
