Noah Nickolas Perry (born August 1, 1950) is an American politician and diplomat. He was the United States Ambassador to Jamaica from May 2022 to January 2025. Before that, he was a member of the New York State Assembly for the 58th district. This district is an area he represented in Brooklyn, New York. It included neighborhoods like East Flatbush, Canarsie, and Brownsville.

Early Life and Education

Noah Nickolas Perry was born and grew up in Saint Andrew Parish, Jamaica. He graduated from Kingston College in Kingston, Jamaica.

College Studies

Perry later moved to the United States. He earned a Bachelor of Arts degree in political science from Brooklyn College. He then returned to Brooklyn College to study for a Master of Arts degree. His master's degree was in public policy and administration.

Career in Public Service

Before moving to the U.S., Perry worked at the Bustamante Industrial Trade Union in Jamaica. He immigrated to the United States in 1971.

Military Service

In 1972, Perry volunteered to join the United States Army. He served for two years on active duty and four years in the inactive reserve. He was honorably discharged in 1978 with the rank of Specialist Five.

Entering Politics

In 1983, Perry was appointed to Brooklyn Community Board 17. He later became the chairman of this board. The next year, he ran for District Leader in the 42nd Assembly District. He also served on the Executive Board of the 67th Police Precinct. He was a director of the Flatbush East Community Development Corporation.

In 1992, a new assembly district was created in Brooklyn. This was the 58th district, located in East Flatbush. Perry won the election for this new seat in November 1992.

Role in the Assembly

From 2001, Perry was the vice-chair of the Assembly Majority Conference. He also served as the majority whip. He was part of several important committees in the New York State Assembly. These included the Ways & Means, Rules, Codes, Labor, Transportation, and Banks committees.

In 2006, Perry considered running for New York's 11th congressional district. This seat was becoming open because Congressman Major Owens was retiring. In May 2006, Perry decided not to run. He instead supported Yvette Clarke, who later won the election.

Perry ran for State Assembly again in 2008, 2010, and 2012. He ran unopposed in these general elections.

Ambassador to Jamaica

In November 2021, Perry was chosen to be the United States Ambassador to Jamaica. The Senate's Foreign Relations Committee held hearings about his nomination in February 2022. In March 2022, the committee approved his nomination. The full Senate confirmed Perry on March 10, 2022. He officially started his role on May 13, 2022. On that day, he presented his credentials to the Governor-General of Jamaica, Sir Patrick Allen. His term as ambassador ended in January 2025.
