Nguyễn Thị Kim Ngân (born April 12, 1954, in Bến Tre Province) is a Vietnamese economist and politician. She made history as the first woman to lead Vietnam's main law-making body. This body is called the National Assembly.
She served as the Chair of the National Assembly of Vietnam from 2016 to 2021. She was also a very important member of the Politburo. This group makes the biggest decisions for the country.
Before leading the National Assembly, Ms. Ngân worked in the government under different ministries. She was also the leader of Hải Dương province from 2002 to 2006. She was the first woman to hold this important job in a province.

Early Life and Family
Nguyễn Thị Kim Ngân was born on April 12, 1954. Her birthplace was Châu Hòa in Giồng Trôm District, Bến Tre Province. Her mother, Nguyễn Thị Sang, was known as Má Sáu. She played a secret but important role in the local revolution.
During the Vietnam War, Ms. Ngân's family was active. They supported the National Front for the Liberation of South Vietnam. Her mother raised her, and she went to school in areas controlled by South Vietnam. Her husband's name is Lê Trung Dũng.
Education and Learning
In 1973, Ms. Ngân went to Saigon (now Ho Chi Minh City) to study literature. She attended the Saigon Literature College. However, her studies stopped when the National Liberation Front took control of the South.
Later, she studied at the University of Finance. There, she earned a degree in financial management. She also earned a master's degree in economics from the University of Economics Ho Chi Minh City. This degree focused on credit management. She also has an advanced degree in political theory.
In 2018, she received a special award. It was an honorary doctorate in political science. This award came from the Pukyong National University in South Korea.
Political Career Highlights
After Vietnam became one country, Nguyễn Thị Kim Ngân began her career in finance. She worked at the Ben Tre Finance Bureau. She joined the Communist Party of Vietnam on December 9, 1981. She became a full member a year later.
She moved up through different roles in the finance department. In October 1991, she became the Director of the Ben Tre Finance Department. In April 1995, she moved to the Central Government. She was appointed Deputy Minister of Finance and served until 2002.
In September 2002, she became the Party Secretary of Hải Dương province. This role was like being the Governor of the province. She was the first woman to hold this position. At that time, she was the only female provincial chief in Vietnam.

In February 2006, she worked briefly at the Ministry of Finance. Then, she became the Permanent Deputy Minister of Trade. She held this job from March 2006 to August 2007. After that, Nguyễn Tấn Dũng appointed her to lead the Ministry of Labor, Invalids and Social Affairs.
She became well-known for her work there. She played a key role in helping 10,000 Vietnamese migrant workers. This happened during the Libyan crisis in 2011.

In May 2011, she was chosen as the Deputy Chair of the National Assembly. In 2013, she joined the Politburo. This is the country's highest decision-making group. In 2016, she was elected Chair of the National Assembly. This made her the first woman in Vietnam's history to lead this important law-making body. She was one of the top four leaders in the country.
In a survey in late 2020, many Vietnamese people admired Ms. Ngân. She was voted among the five most admired women. She retired from her roles in March 2021.
