Paco Rosendo Moncayo Gallegos, born on October 8, 1940, is an Ecuadorian politician. He is also a retired army general. He served as the Mayor of Quito, the capital city of Ecuador, from 2000 to 2009.

Paco Moncayo's Career in Public Service
Paco Moncayo had an important career in the military. He was the Commander in Chief of the Army during the Alto Cenepa War. This was a conflict between Ecuador and Peru.
After his military service, he became a politician. From 1998 to 2000, he was a National Deputy. This means he helped make laws for the country. He was also part of the National Security Council. This group advises on important safety matters.
In 2000, Paco Moncayo was chosen as the Mayor of Quito. He was part of the Democratic Left political party. People liked his work, so he was re-elected for a second time in 2004.
As Mayor, he worked with other cities around the world. He was a co-president of United Cities and Local Governments in 2007. He was also considered for the 2008 World Mayor award.
From 2009 to 2013, Moncayo was a representative for Pichincha Province in the National Assembly. This is like the country's parliament. He tried to win a seat again in the 2013 general election, but he did not succeed.
Running for President in 2017
Paco Moncayo ran for president in the February 2017 presidential election. He joined forces with several political groups. These included Izquierda Democrática and Centro Democrático. He finished fourth in the election. His running mate, who would have been vice president, was Monserrat Bustamante Chán.

Paco Moncayo has received many awards for his service. One important award is the Legion of Merit. This is a special honor given for outstanding service. He has also received other military and civilian awards from Ecuador and other countries.
