Paco Rosendo Moncayo Gallegos (born October 8, 1940) is an important Ecuadorian politician. He was also a retired general. He served as the Metropolitan Mayor of Quito, the capital city of Ecuador, from 2000 to 2009.

Paco Moncayo had an important career in both the military and politics.
Military Service and Key Roles
During his time in the military, he became the Commander in Chief of the Army. This means he was the top leader of the army. He led the army during the Alto Cenepa War, a conflict between Ecuador and Peru.
After his military career, he entered politics. From 1998 to 2000, he was a National Deputy. This role is similar to being a member of parliament or congress. He also worked with the National Security Council and a group that advised on foreign affairs.
Serving as Mayor of Quito
In 2000, Paco Moncayo was elected Metropolitan Mayor of Quito. He was part of the Democratic Left political party. People liked his work, so he was re-elected for a second term in 2004.
As mayor, he was also a co-president of United Cities and Local Governments. This is a worldwide organization that connects cities and local governments. In 2008, he was considered for the World Mayor award, which honors great mayors from around the globe.
Later Political Work
From 2009 to 2013, Moncayo represented Pichincha Province in the National Assembly. This is Ecuador's main law-making body. He ran for a seat in the Assembly again in the 2013 general election, but he did not win that time.
Running for President in 2017
Paco Moncayo was a candidate in the February 2017 presidential election. He joined forces with several political groups. He finished fourth in the election. His running mate, who would have been vice president, was Monserrat Bustamante Chán. She is a professor and director at ECOTEC University.

Paco Moncayo has received many awards for his service. He is a recipient of the Legion of Merit. This is a special military award given for outstanding service. He has also received other military and civilian honors from Ecuador and other countries.
