Pavel Anatolyevich Kolobkov (Павел Анатольевич Колобков; born 22 September 1969) is a Russian athlete and former government official. He was a very successful fencer who competed with an épée. He won six medals at five different Olympic Games between 1988 and 2004, including one gold medal.
After his sports career, Kolobkov worked in the Russian government. He served as the Russian Minister of Sport from 2016 to 2020. He also held other important roles in sports and youth policy.

Early Life and Fencing Success
Pavel Kolobkov was born in Moscow, which is the capital city of Russia. He became a top fencer, winning many medals throughout his career. He earned 27 individual and team medals at the Olympic Games, World Championships, and European Championships.
In 2010, he started working for the Russian government. He was appointed as a Deputy Minister for Sport, Tourism, and Youth Policy. He also led the Russian team at the 2012 London Summer Olympics.
Role with the World Anti-Doping Agency
Pavel Kolobkov also represented Russia at the World Anti-Doping Agency (WADA). This agency works to keep sports fair by preventing athletes from using banned substances.
In 2015, WADA found some issues with how Russia was handling anti-doping efforts. Because of these problems, WADA declared that the Russian Anti-Doping Agency was not following the rules. As a result, Pavel Kolobkov was no longer able to serve as Russia's representative to WADA.
Becoming Russian Minister of Sport
On 19 October 2016, Pavel Kolobkov was appointed as the Russian Minister of Sport. In this role, he was in charge of all sports-related matters in Russia.
He held this important position until 15 January 2020. At that time, he was replaced by a new Minister of Sport.
After Government Service
In March 2020, after leaving his government role, Kolobkov joined Gazprom Neft. This is a large oil company in Russia. He became a board member and worked on relations with the federal government.

Pavel Kolobkov has received several awards and honors for his achievements:
- Order of Honour – Awarded in 2001.
- He was given the honorary rank of colonel by the Russian Armed Forces in 2004.
- He received the title of Merited Master of Sports in 1992.
- He was awarded the Medal of the Order "For Merit to the Fatherland" (1st and 2nd class).
- He also received the Russian Federation Presidential Certificate of Honour.
