Perry Hall Improvement Association
The Perry Hall Improvement Association (PHIA) is a very important group in Perry Hall. Since Perry Hall isn't an official town, the PHIA acts like a community leader. It's the oldest and biggest community group in this part of Baltimore County.
Early Days of PHIA
The PHIA started during World War II. Back then, residents formed a Health Committee to help soldiers who were returning home. After the war, these leaders decided to create a lasting organization. The first official meeting of the PHIA was on July 31, 1945.
Growing the Community
After World War II, Perry Hall grew a lot. The PHIA worked to stop plans for things like a racetrack or a drive-in movie theater that the community didn't want. They also pushed for better roads and new schools. A big success was when a new library opened on Belair Road in 1963.
The PHIA also organized fun community events. They started a Christmas Party in 1946 and a Halloween Parade in 1949. In the 1970s and 1980s, they spent a lot of time dealing with new buildings and developments. One sad change for the community was when Lassahn Field, a place used for games and events, was built over.
Modern Efforts
In the early 1990s, the community celebrated new schools and a senior center. The PHIA also supported the Honeygo Plan in 1994. This plan helped guide how the rural northeast part of Perry Hall would be developed.
As the area became more developed, the PHIA started focusing again on community events. In 2000, Perry Hall celebrated its 225th birthday. The PHIA helped bring back the Halloween Parade and started a summer concert series. They also worked to save the historic Perry Hall Mansion. This mansion was added to the National Register of Historic Places in 1980. In 2001, Baltimore County decided to buy the property to protect it.
Between 1996 and 2009, the PHIA grew from 200 members to over 2,000! Recently, the PHIA has worked on building new schools, creating more parks, and making sure the area doesn't get too crowded.
The PHIA is led by an executive board. This board includes a president, vice-president, treasurer, secretary, and other members.
