A Look at History
Becoming Part of the United States
After the Spanish–American War, Spain gave Puerto Rico to the United States. This happened because of a peace agreement called the Treaty of Paris of 1898. Puerto Rico then became an unincorporated territory of the United States. This means it's part of the U.S. but doesn't have all the same rights as a state.
Early Population Counts
In 1899, the United States Department of War took a count of all the people in Puerto Rico. This count is called a census. They found that 1,709 people lived in the Río Arriba barrio at that time. Over the years, the population has changed, as shown in the table below.

Local Areas: Sectors
What are Barrios and Sectors?
In Puerto Rico, a barrio is like a small district or neighborhood within a larger town. These barrios are then divided into even smaller local areas. These smaller areas are called sectores (which means sectors in English).
Types of Sectors
Sectors can have different names depending on what kind of area they are. Some common types include urbanización (a planned housing development), reparto (a land division), barriada (a neighborhood), or residencial (a residential complex).

Hurricane Maria's Impact
Community Resilience After the Storm
On September 27, 2017, just one week after Hurricane Maria hit Puerto Rico, the roads leading into and out of Río Arriba were completely blocked. It was impossible for cars to get through. The people living there didn't give up. They started clearing the paths themselves using tools like machetes.
Helping Those in Need
The community worked together with rescue teams to help people who needed urgent medical care. This included residents who required dialysis treatments and other emergency help. Their efforts showed how strong and helpful the community of Río Arriba can be, even after a big natural disaster.
