Richard Penn Sr. (born January 17, 1706 – died February 4, 1771) was an important leader in early America. He was a "proprietary" governor. This means his family owned the land he governed. He was in charge of the Province of Pennsylvania and the areas that are now Delaware. These areas included New Castle, Kent, and Sussex counties. He served from 1746 until his death in 1771. Richard Penn Sr. was the son of William Penn, who founded Pennsylvania.

Richard Penn Sr. was born in Bristol, England. He was the third son of William Penn, who started the colony of Pennsylvania. His mother was Hannah Margaret Callowhill. Richard Penn Sr. married a woman named Hannah Lardner. They had two sons, John and Richard. Both of his sons also became governors of Pennsylvania later on.

Setting Borders with Maryland

In 1732, Richard Penn Sr. and his brothers, John and Thomas, were the owners of Pennsylvania. They signed an order to create a special group called a "commission." This group's job was to figure out and mark the exact border between Pennsylvania and Maryland. This was part of an agreement made with Charles Calvert, 5th Baron Baltimore.

Richard Penn Sr. passed away in England on February 4, 1771.
