Timmy gets jealous of a famous teen singer named Chip Skylark. Chip is having a concert on Timmy's birthday! Timmy tries to hold Chip hostage, but then Vicky falls in love with the singer.

She forces Timmy to wear a mummy costume and takes all the candy! Timmy wishes that everyone's Halloween costumes were real and scary. This turns people into real monsters, and the popular kids become real Jack-O-Bots who threaten the world. Timmy can't undo the wish because Cosmo and Wanda were in costume and lost their magic. Meanwhile, aliens called Yugopotamians think Earth is attacking them.
