Story of the Film
The movie follows the adventures of Surly Squirrel and his friends. Surly is a hero in Liberty Park. He helps run a big nut shop where everyone can eat all they want. But his friend Andie thinks they should work harder to find food.
The Nut Shop Explodes
One day, Mole accidentally blows up the nut shop. This means all the animals lose their easy food supply. Andie suggests they go back to finding food in Liberty Park. Surly and his best friend, Buddy the rat, try to find other food places but don't have any luck. They return to the park, feeling defeated.
A New Threat to Liberty Park
The mayor of Oakton City, Percival J. Muldoon, is a greedy man. He wants to turn Liberty Park into a fun park called Libertyland to make money. Surly and Andie find out about his plan. Surly then convinces all the park animals to stop the construction workers. They work together to mess up the building efforts.
Animal Attacks and New Friends
Surly enjoys stopping the construction, but Andie still wants the animals to work for their food. The construction boss tells Mayor Muldoon about the animal attacks. Muldoon then calls in a team to catch the animals, led by Gunther. Surly gets caught in a trap. Muldoon's dog, Frankie, chases the animals but then falls in love with Precious, a pug. Surly and Buddy go to rescue Precious while the other animals look for a new home.
Finding Precious and a New Park
Surly and Buddy look for Muldoon's car. They meet a group of white mice led by Mr. Feng, who are very protective of their area. Surly and Buddy manage to get away from the mice. They find Muldoon's big house. Precious is there, in the room of Muldoon's spoiled daughter, Heather. Precious tells Frankie she doesn't like him, which makes him sad.
Surly's actions cause Muldoon to shoot Buddy, who falls and gets hurt. Meanwhile, Andie and the groundhog brothers, Jimmy, Johnny, and Jamie, find what they think is a good new park. But it turns out to be a golf course, which is very dangerous. The brothers get hurt, and Andie has to help Jamie breathe again.
Taking Back Liberty Park
Surly, Precious, and Buddy meet up with the others at the ruined nut shop. Surly is sad about Buddy. He remembers how they saved each other when they were young. Precious licks Buddy, and he wakes up!
Surly then leads all the animals to take back Liberty Park. They plan to do this during Libertyland's grand opening. Muldoon calls Gunther and his team to catch them. Surly is the only one left fighting. He goes to Mr. Feng and his mice army. Surly convinces Feng that all animals, whether from the city or the park, must work together.
The Final Battle
Surly and the mice free the other animals. They all work together to fight the humans. They destroy the rides and get the police's attention. Precious finds Frankie and says she does care about him. Frankie falls in love with her again. Heather tries to get Gunther to shoot them. But Surly, Andie, and Buddy stop him. Gunther accidentally shoots Heather, knocking her out.
Muldoon tries to escape in a hot air balloon. But Surly and Buddy use a roller coaster to catch him. Surly gets on top of the balloon and fights Muldoon. Muldoon falls onto a bouncy house and is attacked by Feng and his mice. Muldoon, Heather, and Gunther are arrested for their crimes. Libertyland is shut down for good.
Life After the Battle
Several months later, people help rebuild Liberty Park. It looks just as good as before. Mr. Feng and his mice stay in the park and practice Tai Chi. Precious and Frankie have puppies. Surly and Andie go on an adventure with Precious to steal nuts from a cart.
After the movie credits, there's a short scene. Raccoon, a character from the first movie, is shown to be alive. He swims to shore, planning to get revenge on Surly, while sharks chase him.
