Bell, who came from Utica, New York, chose the name 'Utica' for this new Kansas community. The city was officially incorporated in 1911.

Students in Utica attend schools within the Western Plains USD 106 public school district. The high school team for Western Plains is known as the Bobcats! Utica once had its own schools. Utica High School closed in 2001, and its mascot was the Dragons. Utica Elementary School also closed a few years later, in 2004.
