Understanding the Vice-President's Role
How the Office Began
The role of Vice-President in Egypt has changed a lot over time. It was first created in 1958.
In 1962, President Gamal Abdel Nasser decided to share power. He created a group called the presidential council. This council helped with decisions that the President used to make alone. Five of the 11 members of this council were Vice-Presidents.
Rules for the Vice-President (1971-2012)
The 1971 Constitution of Egypt had rules about the Vice-President. Article 139 said the President could choose one or more Vice-Presidents. The President could also decide what jobs they would do. They could also remove them from their positions.
After some changes in 2011, the President had to appoint a Vice-President within 60 days of starting their term.
The Office Disappears and Returns
The 2012 Constitution of Egypt did not include the position of Vice-President. This meant the job was removed. Mahmoud Mekki was the last person to hold the office before it was abolished in December 2012. He resigned just before the new constitution was adopted.
In 2013, after President Mohamed Morsi was removed from office, the Vice-President role came back for a short time. Acting President Adly Mansour appointed Mohamed ElBaradei as the temporary Vice-President. He started his job on July 14, 2013.
However, ElBaradei resigned on August 14, 2013. This happened after a difficult period where many people were hurt during protests.
The 2014 Constitution, like the 2012 one, also did not include the Vice-President position.
The Office Returns (2019)
The office of Vice-President was brought back again in 2019. This happened after a vote by the people to change the constitution. Now, the President can appoint one or more Vice-Presidents. Their main job is to help the President.
