How the Vice President Role Started
A New Way to Govern Turkey
The job of Vice President was created after a special vote, called a referendum, on April 16, 2017. This change became official after the presidential election in 2018. On July 9, 2018, when the new President took office, the Vice President role officially began.
Before this, Turkey was a parliamentary republic. This meant that the parliament (a group of elected representatives) had a lot of power. After the 2017 vote, Turkey became a presidential republic. In this system, the President has more direct power.
First Vice President
Fuat Oktay was the very first Vice President of Turkey. He was chosen by President Recep Tayyip Erdoğan.
Rules for the Vice President
What the Constitution Says
The Constitution of Turkey has clear rules about the Vice President. Here are some of them:
- The President can choose one or more Vice Presidents after they are elected.
- If the President's job becomes empty for any reason, a new presidential election must happen within 45 days. During this time, the Vice President acts as the President. They do all the President's duties until a new President is elected.
- If the President is away, maybe because of illness or travel, the Vice President steps in. They act as the President and use the President's powers.
- To become a Vice President, a person must be eligible to be a member of the Turkish parliament.
- A Vice President must take an oath (a special promise) in front of the Turkish Grand National Assembly (which is Turkey's parliament).
- If a member of parliament becomes a Vice President, they must give up their seat in parliament.
How the Vice President is Accountable
Being Responsible for Actions
The Vice President, like the President and other top government officials, is responsible for their actions. The Turkish Parliament can start an investigation into the President, the Vice President, or any member of the Cabinet.
To start an investigation, more than half of the parliament members must suggest it. Then, within a month, three-fifths of all members must agree to it.
If an investigation happens, a special group of 15 parliament members will look into the matter. This group will write a report about what they find. If the parliament agrees by a two-thirds vote, the person being investigated might be tried in a special court called the Constitutional Court.
