Major General Winston Joseph Dugan, 1st Baron Dugan of Victoria (born September 3, 1876 – died August 17, 1951), also known as Sir Winston Dugan, was an important British soldier and leader. He served as the Governor of South Australia from 1934 to 1939. After that, he became the Governor of Victoria and held that role until 1949.

Early Life and School
Winston Joseph Dugan was born in Birr, Ireland. His father, Charles Winston Dugan, worked as a school inspector. Winston went to school at Lurgan College in Ireland and later at Wimbledon College in London, England. His family pronounced their last name "Duggan."
A Career in the Army
Dugan started his military career as a sergeant in the Royal Sussex Regiment. He later joined the Lincolnshire Regiment as a second lieutenant in 1900. He quickly went to South Africa to fight in the Second Boer War. During this war, he was recognized for his service and received a special medal.
He also fought bravely in the First World War. He was injured during the war and was mentioned in official reports six times for his courage. This means his actions were highlighted as outstanding. He received several important awards for his service, including the Distinguished Service Order (DSO) in 1915.
In 1929, he was made a Companion of the Order of the Bath (CB). The next year, he was promoted to major general, which is a very high rank in the army. From 1931 to 1934, he led the 56th (London) Infantry Division.
Governor of South Australia
In 1934, Winston Dugan was chosen to be the Governor of South Australia. A Governor is like a representative of the King or Queen in a state. He was given the title Knight Commander of the Order of St Michael and St George (KCMG) and retired from the army. He and his wife moved to Adelaide, the capital of South Australia.
Sir Winston and Lady Dugan became very popular with the people. They were both good at public speaking and traveled a lot. They helped bring important issues to the attention of government leaders. They also supported many good causes and helped people in need. When his time as Governor was ending, both sides of the government wanted him to stay longer. However, he had already agreed to become the Governor of Victoria.
Governor of Victoria
Sir Winston and Lady Dugan arrived in Melbourne, Victoria, in July 1939. They continued to be very active in the community. They worked to help reduce unemployment and even opened up the ballroom at Government House, Melbourne for the Australian Red Cross to use.
Dugan played an important role in keeping state politics stable during the 1940s. This was a time when the government in Victoria was changing often. He helped guide the state through these difficult political times.
His term as Governor was extended five times because he was doing such a good job. He also served as the Administrator of the Commonwealth twice. This meant he filled in for the Governor-General of Australia when that person was away. He returned to England in February 1949. Later that year, he was given a special title and became Baron Dugan of Victoria.
Family Life
Winston Dugan married Ruby Lilian in 1912. They did not have any children. He passed away in London, England, on August 17, 1951, at the age of 74. He was buried in South Pickenham, Norfolk.
