Yang Xiaobo (born January 1963 – died 27 January 2020) was an important person in China. He was a structural engineer, which means he designed buildings and structures. He also worked as a politician and later in an insurance company.

Yang Xiaobo held several important jobs. He was the President of the Central South Architectural Design Institute from 2003 to 2007. He then became the Mayor of Huangshi, a city in Hubei province, from 2009 to 2014. After that, he led the Changjiang Property Insurance Company from 2014 until 2020. He was also chosen to be a representative in the 12th National People's Congress, which is like a big national meeting, from 2013 to 2018. Sadly, he passed away from a serious lung illness during the COVID-19 pandemic in Hubei.

Growing Up and Learning

Yang Xiaobo was born in January 1963 in a place called Tianmen in Hubei province, China.

He started studying at Beijing Jiaotong University in 1981. He chose to study structural engineering, learning how to design and build strong structures. After getting his first degree in September 1985, he continued his studies at Tianjin University. He earned a master's degree in structural engineering in June 1988. In May 1988, he also joined the Communist Party of China.

His Work and Public Service

In June 1988, Yang Xiaobo began his career as an engineer at the Central South Architectural Design Institute. Here, he focused on designing buildings for both factories and homes. He also went to the United States to study at Ohio University, where he earned an MBA degree. An MBA helps people learn how to manage businesses. In April 2003, he became the President of the Central South Architectural Design Institute, a role he held until 2007.

In April 2007, Yang Xiaobo started working for the Hubei Provincial Government. He became the Director of the Department of Construction. He also attended a special school for government leaders, the Central Party School of the Communist Party of China, from March 2008 to January 2009.

In February 2009, he was chosen to be the acting mayor, and then the full Mayor, of Huangshi. This is a large city located east of Wuhan. While being mayor, he also served as the Deputy Party Secretary of Huangshi. He was an important member of the Communist Party in Hubei province and a representative at the 12th National People's Congress from 2013 to 2018.

In December 2014, Yang Xiaobo took on a new role as the President of Changjiang Property Insurance Company Ltd. This company was created in 2011 by a big energy company and other companies owned by the Hubei government. The company's main office was in Wuhan. Under his leadership, the company made agreements with many local governments in Hubei. However, the company also faced some challenges and received warnings from the China Banking and Insurance Regulatory Commission for not always following all the rules. For example, in March 2019, they were fined for hiring people for top jobs who didn't have the right professional qualifications.

His Passing

Yang Xiaobo was last seen in public on December 17, 2019. On January 1, 2020, he sent a New Year's message to everyone working at Changjiang Property Insurance. On January 28, 2020, news in China reported that Yang Xiaobo had passed away. He was 57 years old. He died from a severe lung illness during the COVID-19 pandemic in Hubei. He was one of about 100 people who had died in Hubei from the outbreak by that time.
