Yolanda Barcina Angulo was born on April 4, 1960. She is a Spanish politician. She served as the mayor of Pamplona, a city in Navarre, from 1999 to 2011. Later, she became the President of the Chartered Community of Navarre from 2011 to 2015.

Her Early Life and Education
Yolanda Barcina's family moved to Navarre when she was 17 years old. She decided to study pharmacy at the University of Navarre. After finishing her studies, she became a professor. She taught at different universities in Spain. From 1995 to 1996, she was a vice-rector at the Public University of Navarre. A vice-rector is like a high-ranking leader at a university.
Her Journey in Politics
Yolanda Barcina started her political career in 1999. She was elected as the mayor of Pamplona. As mayor, she was the main leader of the city. In 2003, she became the vice-president of her political party, the Navarrese People's Union (UPN).
In 2009, she took over as the leader of the UPN party. After that, she won the elections to become the President of Navarre. This made her the top leader of the entire region.
During her time in politics, she was known for her strong views. For example, in 2001, she had a public discussion with actress Penélope Cruz. This discussion was about the Festival of San Fermín, which is famous for its running of the bulls.
Yolanda Barcina also had firm opinions on environmental projects. She supported building things like the Itoiz Reservoir. She also supported plans for a high-speed train and a highway through the Pyrenees mountains. These projects sometimes caused disagreements. At one meeting in Toulouse, she even had a pie thrown in her face!
She served as President of Navarre from 2011 to 2015. Her party, UPN, worked with the Socialist Party of Navarre at first. However, after new elections in 2015, a group of different parties formed a new government. This new group, led by Uxue Barkos, took over from Barcina in July 2015.
What She Did After Politics
After leaving her role as President, Yolanda Barcina decided to go back to teaching. She returned to her old job as a lecturer at the Public University of Navarre. She wanted to show that she was not looking for special treatment after being in office.
In October 2015, it was announced that she would join the board of directors for a Spanish telecommunications company called Movistar. This meant she would help guide the company's decisions.
