Yolanda Barcina Angulo (born 4 April 1960) is a Spanish politician. She was the mayor of Pamplona, a city in Navarre, from 1999 to 2011. She also led a political party called the Navarrese People's Union (UPN). From 2011 to 2015, she served as the President of the Chartered Community of Navarre. This is like being the leader of the region.

Early Life and Education
Yolanda Barcina was born in Burgos, Spain, in 1960. When she was 17, her family moved to Navarre. She decided to study pharmacy at the University of Navarre.
University Career
After finishing her studies, Barcina became a professor. She taught at different universities in Spain. From 1995 to 1996, she was a vice-rector at the Public University of Navarre. A vice-rector is a senior leader at a university.
Political Career
Yolanda Barcina started her political journey in local government. She then moved on to lead a region.
Mayor of Pamplona
In 1999, Yolanda Barcina was elected as the mayor of Pamplona. This is a very important job, as she was in charge of the city. She served as mayor for 12 years, until 2011. While she was mayor, she also became the vice-president of the UPN party in 2003.
In 2009, Barcina became the leader of the Navarrese People's Union (UPN). This made her a very important figure in the region's politics.
After leading her party, Yolanda Barcina won the elections to become the President of Navarre. She held this position from 2011 to 2015. As president, she was responsible for leading the government of the Navarre region.

During her time as president, Barcina faced some public challenges. In 2001, she had a discussion with actress Penélope Cruz about the famous San Fermín running of the bulls. She was known for her strong views on certain topics. For example, she supported big building projects like new reservoirs and high-speed trains.
In 2015, a new group of political parties formed a coalition. This group, led by Uxue Barkos, took over the leadership of Navarre. Yolanda Barcina then left her role as president in July 2015.
After Politics
After leaving her political office, Yolanda Barcina returned to teaching. She went back to her job as a lecturer at the Public University of Navarre. She said she did not want any special benefits from her time in government. In October 2015, it was announced that she would join the board of directors for a large Spanish telecommunications company called Movistar.
