Älihan Ashanūly Smaiylov (born December 18, 1972) is a politician from Kazakhstan. He served as the prime minister of Kazakhstan from 2022 to 2024.
Before becoming prime minister, he held important roles. He was the First Deputy Prime Minister of Kazakhstan under Prime Minister Asqar Mamin. At the same time, he also served as the Minister of Finance from 2018 to 2020. President Kassym-Jomart Tokayev appointed Smaiylov as the acting prime minister during a time of public protests in January 2022. The country's parliament later approved him as the full prime minister. Since January 2023, he has been in charge of the Board of Directors for a big national fund called Samruk-Kazyna.

About Älihan Smaiylov
His Early Life and School
Älihan Smaiylov was born in a city called Alma-Ata. This city is now known as Almaty in Kazakhstan. In 1994, he finished his studies at Al-Farabi Kazakh National University. He earned a degree in applied mathematics. Later, in 1996, he got a master's degree in public administration from KIMEP University.
His Career Journey
Smaiylov started his career in 1993 at an investment fund. In 1995, he worked for the Almaty City Administration. He also spent time working for the President of Kazakhstan.
From 1996 to 1998, he worked at the National Statistical Agency of Kazakhstan. He became the deputy head and then the head of a department there. In 1998, he was the deputy chairman of the Committee on Statistics. He also worked as an expert and inspector in the Presidential Administration of Kazakhstan. Later in 1999, he became the chairman of the Agency of Kazakhstan on Statistics.
In 2003, Smaiylov was appointed as the Vice Minister of Foreign Affairs. He then led a state insurance company. In 2006, he became the Vice Minister of Finance. From 2007, he was the president of a company called Kazagro. He returned to being Vice Minister of Finance in 2008. From 2009 to 2014, he was again the chairman of the Agency of Kazakhstan on Statistics.
On December 11, 2015, Smaiylov became an Assistant to the President of Kazakhstan, Nursultan Nazarbayev. He held this role until 2018. Then, he became the Minister of Finance.
In 2019, he was appointed as the First Deputy Prime Minister of Kazakhstan. He also continued as the Minister of Finance until May 2020. Since May 2020, Smaiylov has been Kazakhstan's representative in the Eurasian Economic Commission. In January 2023, he was chosen to lead the Board of Directors for the National Welfare Fund Samruk-Kazyna.

Becoming Prime Minister
In January 2022, there were public protests in Kazakhstan. Because of this, the previous prime minister resigned. President Kassym-Jomart Tokayev then appointed Smaiylov as the acting prime minister on January 5, 2022.
On January 11, 2022, the Mäjilis, which is the lower house of Kazakhstan's parliament, approved Smaiylov as the new prime minister. All 89 members voted for him. President Tokayev said that Smaiylov had good ideas for Kazakhstan's economy. Smaiylov thanked everyone for their support and called it a "great responsibility." His government faced challenges like improving people's lives and dealing with the COVID-19 pandemic. They also had to fix damage from the protests.
His First Term
Smaiylov's first government focused on improving life for citizens. They worked to keep the economy growing. They also dealt with the ongoing COVID-19 pandemic. A big task was to repair damage and help the country recover from the protests.
His Second Term
In response to wildfires in 2023, Smaiylov asked for faster ways to find fires early. He wanted all national parks to have these systems. He also asked for new plans to fight wildfires. In July 2023, money was set aside to buy special firefighting clothes for workers.
On February 5, 2024, Smaiylov and his government resigned. His deputy, Roman Sklyar, became the acting prime minister. The next day, Oljas Bektenov was appointed as the new prime minister.
Helping the Economy and People
On January 18, 2022, the government approved a plan to help the country's economy and social situation. This plan included 51 steps. These steps aimed to restore order, rebuild damaged areas, and help businesses. They also focused on supporting families and preventing prices from rising too much. Smaiylov said the plan would help increase people's incomes. It would also reduce the number of young people without jobs.
In March 2022, a program was started to increase people's incomes until 2025. This program aimed to create about 2 million new jobs. It focused on helping people find work in industries and start their own businesses. It also supported farming and small businesses. The goal was to improve people's well-being and reduce unemployment.
Controlling Prices
President Tokayev asked Smaiylov to put limits on prices. So, on January 5, 2022, the government set price caps. These limits were for liquefied gas, gasoline, and diesel for 180 days. They also set rules for controlling prices of important food items. The price limits for fuel were extended until January 2023. In June 2023, new laws were passed to keep controlling gas prices. This was to make sure prices were fair and clear.
Reducing Inflation
Kazakhstan faced rising prices, known as inflation. Smaiylov told government groups to increase food production. They also needed to control how much stores added to prices. A plan was made in February 2022 to control inflation from 2022 to 2024. This plan had 66 steps. It aimed to boost production, improve delivery of goods, and regulate prices.
After the conflict in Ukraine began, Kazakhstan's inflation went up quickly. Smaiylov explained that rising global food prices were a cause. He urged government officials to work harder to stop inflation.
